Description
RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY UNDER NATIONAL LIBRARY OF MEDICINES (NLM) INSIGHT TOOL KIT (ITKv4) PROJECT. In accordance with FAR Part 5.7, Publicizing Requirements Under the American Recovery and Reinvestment Act (ARRA), this is a notification of a competitive award, Time-and-Materials (T&M), for HHSN276201000493P (General Electric Company) under the requirement entitled RECOVERY - Professional Information Technology Program and Technical Services to Support the NLM Insight Tool Kit Version 4 Project. This award was competed in conjunction with under FAR Part 12, Commercial Item Acquisitions. It is the intent of The National Library of Medicine, National Institutes of Health (NIH), to award, competitively awarded Time-and-Materials (T&M) Purchase Order to the General Electric Company. The purpose of the award is to revise the nation's software infrastructure in image analysis by redesigning the open-source software toolkit, known as ITK, to accommodate modern computing architectures and current programming practices. The software design for ITK is nearing its tenth year, and a fresh implementation of the public software resource will be required to assure the leadership of NIH in the medical image analysis community for the coming decade. ITK is currently in use worldwide across over 45 countries, in research fields including radiology, neurology, microscopy, systems biology and even astronomy. The ARRA funding will allow the General Electric Company the ability to continue to make progress in the national computing infrastructure. Public investment in networking has led to the support and creation of industries that transform the way the world interacts with technology. Similar investments through ITK have led to less dramatic but nonetheless improving medical technology, and amplifying the investment in research funding by disseminating results and reducing redundant implementation. This requirement will preserve and stimulate jobs in software development, increase economic efficiency in image analysis research, and support and renovate an existing resource in image analysis research infrastructure.
