Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to High Altitude Adaptation Laboratory Universidad Peruna Cayetano Heredia, for the services as outlined below: The reference number NHLBI-PB-(HL)-2010-229-DDC. Background Information The goal is by studying natives of all ages at high altitude, adult natives with CMS, and compare to NIH volunteers at sea level, we can better understand what roles HbF plays in the spectrum of low, normal, and excessively high red cell production. Specifically, we hypothesize that HbF is reliably detected in individuals living at high altitude, and can mitigate the effects of excessive high red cell count in CMS subjects. The research portion of this study is to determine the %HbF by hemoglobin electrophoresis. This study is performed by a Bio-Rad high performance liquid chromatography (HPLC) in the NIH Clinical Laboratory where this procedure is routinely used for %HbF, hemoglobin variant determination, and hemoglobin A1c testing. Identify the purpose and list the specific objectives of the service a.To determine the effects f chronic hypoxia on HbF levels in individuals living at high altitude in Cerro de Pasco, Peru b.To compare the HbF levels in individuals with and without CMS c.To correlate the % HbF with age and total hemoglobin levels d.To determine HIF-prolyl hydroxylase mutations and other fetal hemoglobin gene modifiers (such as erythropoietin and receptor, von Hippel Lindau, pTEN) in individuals with CMS and healthy highlanders at high altitude Contractor Requirements The Contractor shall perform the specific tasks as outline below: a.Recruit subjects b.Screen for eligibility c.Obtain signed informed consents d.Obtain medical history information and blood samples e.Ship blood samples to the National Institute of Health (NIH) Clinical Center Reporting Requirements and Deliverables The Contractor is expected to deliver the blood samples collected from enrolled subjects in Peru to be sent to NIH for research studies in the areas of fetal hemoglobin and hypoxia Provide medically relevant information from UPCH to NIH. Period of performance: The proposed period of performance is September 13, 2010 – February 12, 2011. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10 Room 9N116, Bethesda, Maryland 20892. The sole source determination is based on the fact that the High Altitude Adaptation Laboratory at the Universidad Peruana Cayetano Heredia is the only organization known to Molecular and Clinical Hematology Branch (MCHB), NHLBI that can meet the above requirement. Industry Classification (NAICS) Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences, employee size standard are 500. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement, within five (5) calendar days from publication date of this synopsis or by September 13 2010 at 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(HL)-2010-229-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. Response may be submitted electronically to coulterd@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
