- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Professor Robert Shumway, on a sole sources basis to provide expert statistical analysis to include model development imputation strategies, data quality evaluation, and data studies, for a period of one year. The U.S. Census Bureau believes Professor Shumway's experience with Kullback-Leibler discrimination information, Kalman filtering and smoothing methodologies, and Holan multiple imputation techniques provide him with unique qualifications to perform the required statistical analysis for LEHD. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright at lisa.r.safewright@census.gov by 3pm on September 14, 2010. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within the time period given for this notice, a contract may be issued to Professor Shumway without further notice.
