Description
The Space and Naval Warfare Systems Center Atlantic, Charleston, SC intends toaward a sole source modification to contract N65236-05-D-7148 to continue with security engineering and technical services for Government agencies in the National Capital Region (NCR) encompassing the District of Columbia, Northern Virginia and Maryland which include products and deliverables such as: United States Marine Corps (USMC) HMX-1 Electronic Security System (ESS) Project; Department of Homeland Security (DHS) continuity of operations (COOP) site video teleconferencing system capability development; DHS National Operations Center system capability development and support; Library of Congress ESS development and sustainment support; United States Mint ESS upgrades and sustainment support; Navy District Washington Anti-Terrorism Force Protection (ATFP) Regional Operation Center and Emergency Operation Center design and development support; National Geospatial Intelligence Agency (NGA) security management system upgrades; development and delivery of ICBIP integration capability for NGA, DHS, DEA and FBI; Integrated Security Program for NGAs New Campus East BRAC consolidation project; Maritime Domain Awareness pilot capability development support; Main Treasury ESS development and sustainment support including spaces for the Office of Foreign Asset Control and Office of Intelligence Analysis; Transportation Security Administration (TSA) security data center, COOP site, and situation room development and sustainment; TSA enterprise ESS installations; United States Secret Service (USSS) security system development and sustainment support; USSS security command center relocation support; and White House Communications Agency ESS upgrades. The Government intends to increase the award ceiling on an existing Indefinite Delivery/Indefinite Quantity, Firm Fixed-Price contract for the current option year and extend the Period of Performance. The modification will be issued on a sole source basis to M.C. Dean, Inc., 22461 Shaw Road, Dulles, VA 20166-4319, who is uniquely qualified in the use of the security engineering technologies referenced above to support the SPAWAR mission until a follow-on effort can be awarded (RFP #N65236-09-R-0159) via full and open competition.
