Description
The solicitation number for this Request for Quote (RFQ) is Q1560100200. This is a solicitation for commercial services and supplies, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. This acquisition is 100% set aside for small business. The associated NAICS code is 334220, Wireless Communication Equipment Manufacturing. The small business size standard is 750 employees. The Product Service Code is J058 Repair/Maintenance of Wireless Communication Equipment. The successful vendor must be registered and current in the Central Contractor Registration (CCR), http://www.ccr.gov) and Online Representations and Certifications Application (ORCA) (https://orca.bpn.gov). Any questions regarding this solicitation must be submitted in writing, not later than close of business on September 10, 2010. Once questions are collected and reviewed, the government will consider whether an amendment to this solicitation will be required. Amendments to this solicitation will be issued as appropriate. REQUIREMENTS:Item #1 - 4 Year Blanket Purchase Agreement for Refurbishment of Existing Inventory of ATS GPS Elk Collars.Quantity: Up to 140 collars over a 4 year period, annual requirement is estimated to be 35 collars. Refurbishment to be accomplished by the manufacturer within 45 days of receipt from purchaser.GUIDELINES FOR REFURBISHING GPS WILDLIFE COLLARS:1) Refurbishment to be accomplished by the manufacturer within 45 days of receipt from purchaser2) To eliminate risk of disease transmission, refurbishment must include complete replacement of collar material, antenna, release mechanism.3) To assure reliable operation during reuse, refurbishment must include software updating, replacement of the collar release mechanism, replacement of the battery, and recalibration of electronics controlling the release mechanism. "SUGGESTIONS" FOR REFURBISHING GPS WILDLIFE COLLARS From chronic wasting disease affected areas:1) Remove housing unit from collar as described below.2) Make sure all organic matter is removed before disinfecting the housing unit (the only part to be returned for refurbishing)3) Preference for a treatment method is for total submersion of the housing unit for at least 30 minutes in a 10% solution of Environ LpH (Steris Corp., St. Louis, MO). Rinse with clean water and air dry.4) If submersion is impossible due to the water tightness of the housing unit, a second alternative would be to wrap housing unit in rag/paper towel that had been soaked in LpH. Keep the rag/paper towel damp and in contact with all parts of the housing unit for at least 30 minutes. Spray hard to reach places with the solution. With many hard to reach areas on the housing unit this may be difficult to get a rag or paper towel to all of those small areas and feel comfortable with the disinfection effort. Therefore, use alternative #1 if possible. Wipe excess off with a damp (water) rag and air dry.5) Disposable gloves should be used regardless of the treatment method chosen!Submersion of the housing unit: once everything is disconnected or cut from the housing unit it is acceptable to submerge for 30 minutes. The 10% Environ LpH solution can be disposed of in the sewer system with addition of copious amounts of water.The reason for cutting the antenna cables (Step 2 in the attached photos) rather than removing the connectors from the housing unit is that the connectors are sealed so they should be left in place to keep the disinfecting solution from entering the housing unit. The units are sealed and soaking them in Environ LpH should not be a problem.If there is severe damage to the collar e.g. major dents, cracks which may allow for the disinfecting solution to enter the housing unit during submersion then please contact the company. It would be most helpful if you could send digital photos for discussion purposes. This will be a case by case basis but when in doubt contact the company.It is important to stress the product is Environ LpH made by Steris Corporation (there are several types of LpH and only the Environ 'brand' will work for prion disinfection). The majority of research that exists on prion disinfection has been conducted using scrapie prions rather than CWD prions. Therefore, we are making an assumption that what works for disinfecting scrapie will work for CWD. This involves assuming a small amount of risk by interpreting the available information. Finally, the research available has shown a 9% solution of Environ LpH to be effective for disinfecting scrapie prions (Ernst and Race 1993). However, for ease of measurement we have increased the concentration to a 10% solution for CWD disinfection at parks. A 10% solution can be made by taking 1 part Environ LpH and adding that to 9 parts water. So if you want to make 10 gallons of the diluted solution, take 1 gallon of Environ LpH and add it to 9 gallons of water. Or you could use 1 cup of Environ LpH to 9 cups of water.Ernst, D. R. and R. E. Race. 1993. Comparative analysis of scrapie agent inactivation methods. Journal of Virological Methods 41:193-202 Item #2 - QPS Transmitter CollarsQuantity - 9 Each, per the following specifications: (1) Collars must be constructed on a GPS engine with a minimum of 08 parallel channels. (2) Collars must be reprogrammable and capable of recording locations at >2 rates specified by the purchaser. (3) Collars must be capable of operating for >1 year at a primary fix rate of 1 location every 7 hours (year-round) and on days specified by the purchaser at a secondary rate of 1 location every 15 min (~3 days/month). (4) Collars that fail will be repaired or replaced by the vendor up to 2 years from the time they are placed on wildlife. Failures will include malfunctions of the GPS receiver or antenna, power supply, VHF transmitter, mortality sensor, release mechanism, or any other component that is critical for normal data acquisition and collar recovery. If failed collars cannot be recovered, the determination of failure will be made by the purchaser. (5) Collars must include VHF radio transmitters that indicate mortalities of animals (unit must include mortality sensor). (6) Collars must record animal activity levels and ambient temperatures coincident with animal locations. (7) Records associated with each location must also include x and y coordinates, the time of location, the amount of time required to acquire the location, the number of satellites used to compute the location, and measures of horizontal and positional dilution of precision. (8) Collar recovery must be accomplished by release with a pulse-coded radio triggering mechanism operating at a frequency of 173.2 MHz. (09) Collars must include VHF radio transmitters operating on unique frequencies ranging from 166-168 MHz. (10) Transmitters to have a readable label containing Park contact information. (11) Warranty and servicing must guarantee new units unconditionally against defects in materials and workmanship, and to meet or exceed agreed upon specification.(12) Delivery of new supply items is to be FOB Destination 60 days after receipt of order. Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and quality control.
