Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. (iii) This solicitation is a total small business set-aside, NAICS 541430, Graphic Design Services, with a small business size standard of $7.0 Million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service is seeking a qualified contractor with specialized experience in graphic design services. The work includes design and preparation of full color newsletters. Each newsletter will range in length from 8 to 12 pages, likely tabloid style. Some of the newsletters will be distributed by mail and should reflect US Postal Service specifications in the design. The newsletters will contain text, photos and may have graphs, charts or other information. Work shall be performed in accordance to the specifications in the Statement of Work (included below). (v) LOCATION: NER-Partnerships Programs, 200 Chestnut Street, Philadelphia, PA 19106. (vi) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted per month, after successful performance and acceptance. (vii)SCHEDULE: The actual time frame of accomplishing the project should take no longer than 365 business days. Optional work for the design and preparation of the final GMP/EIS for agency and public review may be included. The optional work should take no longer than an additional 365 business days for completion. (viii)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Written detailed descriptions of a minimum of three (3) previous projects of a similar nature, completed within the past five years, including drawings and/or images, if necessary. Projects should demonstrate the vendor's experience in design and layout of postcards, brochures, newsletters, executive summaries, and books; as well as, the vendor's experience working with the U.S. Government Printing Office.2.Provide a minimum of three (3) references (one for each project) within the past five years, with the names and telephone numbers of contacts. Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered.3.A firm fixed price quote, provided on the attached bid schedule.4.Proof of CCR registration.5.Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:1.The offeror shall demonstrate at least three (3) to five (5) years of successfully completing work of a similar type, involving:i.Completing Design & Layout of a Variety of Publication Types. The contractor should be able to demonstrate previous experience completing design and layout for postcards, brochures, newsletters, executive summaries, and books. Examples should include work with charts, matrices, maps, and other illustrations. ii.Demonstrating Experience Working with the U.S. Government Printing Office. The contractor should be able to prepare specifications and camera ready copy that meet the requirements of the U.S. Government Printing Office. (x) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Statement of Work:Gateway National Recreation AreaGeneral Management Plan / Environmental Impact StatementScope of Work - Communication and Graphic Design ServicesIntroductionThis scope of work directs the contractor to assist the Northeast Region Park Planning and Special Studies Branch (NER) of the National Park Service (NPS) with graphic design and communication services for the Gateway National Recreation Area General Management Plan and Environmental Impact Statement (GMP/EIS). Specifically the contractor will be responsible for designing newsletters, reports and media outreach materials in support of the GMP/EIS that conform to NPS standards, yet respect and highlight the individuality of the place.Each unit of the National Park System is required to have a GMP that defines the park's basic approaches to natural and cultural resource management, visitor experience, interpretation and partnerships for the next 15-20 years. An environmental impact statement that analyzes the impacts of actions resulting from the GMP is prepared concurrently. Key stakeholders, organizations, government agencies and the interested public will be involved in the development of the GMP/EIS. A number of publications are prepared for the public during the course of the project to provide information and invite participation in the planning process.The National Park Service has established graphic identity requirements that regulate the look and placement of the Arrowhead and the use of specific NPS fonts and phrases. Information about these requirements can be found at http://www.nps.gov/hfc/products/identity.htm In addition, the U.S. Government Printing Office (GPO) will be responsible for printing all documents outlined in this scope of work. Specific requirements for preparing documents for GPO can be found at http://www.gpo.gov/pdfs/customers/sfas/3006_10_2004.pdfBackgroundEstablished in 1972, Gateway was America's first urban national park. Congress recognized in the 1960's that millions of Americans, most of them in the cities, would never be able to experience the national parks that were part of their legacy as citizens. Urban national parks were established to offer millions of Americans a chance to have national park experiences virtually at their own doorsteps. Gateway NRA comprises 26,000 acres of natural and cultural and recreational amenities in the heart of the most dense urban environment in the nation, the New York Metropolitan Area. The park stretches from Sandy Hook in Monmouth County NJ to Staten Island, Brooklyn and Queens in New York City. In July 2009, the park's first GMP newsletter was produced. More than 8,000 copies were printed and distributed in four languages - English, Spanish, Russian and Mandarin Chinese. An electronic copy in Adobe Portable Document Format (PDF) compatible for the NPS website will be supplied by the contractor.Deliverables:"Design and prepare for GPO printing 3 newsletters for the Gateway NRA GMP/EIS B. Draft GMP/EISThe contractor will design and prepare the draft GMP/EIS for agency and public review. The draft GMP/EIS may be 200 -350 pages and will contain text, photos, graphs, charts and other information. NPS will provide all final copy, photographs and other materials to the contractor for incorporation in the document. The contractor will prepare an initial draft document for Washington and NER Policy review. Following the review, the contractor will work with NPS to make revisions where necessary in response to Washington/NER comments. Upon NPS approval, the contractor will prepare a Draft GMP/EIS for public review. NPS will review the draft document and transmit comments electronically within twenty (20) business days. Upon NPS review and approval, the contractor will revise the document in ready to print format. The contractor will prepare the draft GMP/EIS to GPO specifications and provide the required information to NPS for transmittal to GPO. The contractor will review the GPO proof for accuracy prior to final printing and may be required to answer questions or provide additional information to GPO. An electronic copy in Adobe Portable Document Format (PDF) compatible for the NPS website will be supplied by the contractor. Deliverables:"Design and prepare for GPO printing 300-350 page draft GMP/EIS C. Draft Plan SummaryThe contractor will design and prepare for printing a 16 to 20 page companion piece to a draft GMP/EIS. It is essentially an executive summary and the majority of the design and text will be derived from the GMP/EIS. The summary will contain text, photos and may have graphs, charts or other information specific to the GMP/EIS. NPS will review the draft summary and transmit comments electronically within ten (10) business days. The contractor will make all revisions and upon NPS review and approval, the contractor will revise the summary in ready to print format. The contractor will prepare the draft plan summary to GPO specifications and provide the required information to NPS for transmittal to GPO. The contractor will review the GPO proof for accuracy prior to final printing and may be required to answer questions or provide additional information to GPO. An electronic copy in Adobe Portable Document Format (PDF) compatible for the NPS website will be supplied by the contractor.Deliverables:"Design and prepare for GPO printing a 16-20 page plan summary for the GMP/EIS D. Presentation BoardsUsing the newsletter graphics as a foundation, the contractor will prepare graphics for presentation boards at public events. This may require reformatting portions of the newsletters into files for large scale printing. NPS will review the draft presentation boards and media ads and transmit comments electronically within five (5) business days. The contractor will make all revisions and upon NPS review and approval, the contractor will revise the boards and ads in ready to print format.Deliverables:"Design and prepare one set of presentation boards (5-10) for Preliminary Alternatives public activities in fall 2010"Design and prepare one set of presentation boards (5-10) for Draft GMP/EIS public activities E. Media Ads The contractor will prepare graphics for print and on-line advertisements publicizing events and availability of the draft plan. NPS will provide the specifications for print and websites. The contractor will prepare ads to individual publication specifications and may include on-line tile ads for various websites. NPS will review the draft ads and transmit comments electronically within five (5) business days. The contractor will make all revisions and upon NPS review and approval, the contractor will revise the ads and transmit to the various media sources.Deliverables:"Design and prepare one set of media ads (8-12) for Preliminary Alternatives public activities in fall 2010"Design and prepare one set of media ads (8-12) for Draft GMP/EIS public activities Optional Work - Design Final GMP/EIS and Presentation PlanOption #1 may be exercised within 365 days after date of contract award. A. Final GMP/EISThe contractor will design and prepare the final GMP/EIS for agency and public review. The final GMP/EIS may be 150-200 pages and will contain approximately 90% of the text, photos, graphs, charts and other information from the draft GMP/EIS. The contractor will prepare an initial draft document for NER review. Following the review, the contractor will revise the draft in response to NER comments. Upon NPS approval, the contractor will prepare a Final GMP/EIS for public review. NPS will review the draft document and transmit comments electronically within twenty (20) business days. Upon NPS review and approval, the contractor will revise the document in ready to print format. The contractor will prepare Final GMP/EIS to Government Printing Office specifications and provide an electronic copy in Adobe Portable Document Format (PDF) compatible for NPS website. The contractor will review the GPO proof for accuracy prior to final printing.Deliverables:"Design and prepare for GPO printing 150-200 page Final GMP/EIS B. Presentation PlanThe presentation plan will be a full color document that will present the final plan as determined by the National Park Service in its Record of Decision. The document will be approximately 100-150 and will contain text, photos, and other information. This piece will serve as a prospectus for park managers as they proceed with the implementation of the plan. NPS will review the draft presentation plan and transmit comments electronically within ten (10) business days. The contractor will make all revisions and upon NPS review and approval, the contractor will revise the presentation plan in ready to print format. The contractor will prepare presentation plan to Government Printing Office specifications and provide an electronic copy in Adobe Portable Document Format (PDF) compatible for NPS website. The contractor will review the GPO proof for accuracy prior to final printing.Deliverables:"Design and prepare for GPO printing a presentation plan for the Gateway NRA GMP/EIS II. ASSUMPTIONS AND REQUIREMENTS"All contractor prepared draft and final documents, data and graphics associated with the projects will become the property of the NPS."NPS will provide all final copy, photographs, charts and other necessary information to the contractor."Additional minor reviews of products to correct graphic and text mistakes should be anticipated."For all product deliverables including in this scope of work, the contractor will provide one (1) electronic copy in Adobe Portable Document Format (PDF) and one (1) copy in original graphic program to the NPS technical representative. All graphics should be compatible for PDF files, images in web friendly formats, language translation and publishing documents on cd-roms."The NPS maintains final editorial control over all documents"Printing and distribution of newsletters, draft and final GMP/EIS, and other written materials is the responsibility of NPS.
