- Sole Source Justification The USDA, Agricultural Research Service (ARS), Eastern Regional Research Center, Food Safety and Intervention Technologies (FSIT) Research Unit in Wyndmoor, intends to negotiate solely with Bruker Biospin Corporation EPR Division in Billerica, MA to furnish, deliver (FOB) Destination a e-scan EPR Analyzer w/accessories. The system consists of one each of: e-scan EPR ANALYZER for ALANINE with thin film dosimeter holder part #F8638200; included with the e-scan EPR Analyzer: e-scan E204-3000 electronics unit including wiring, safety circuits power supplies and modules; e-scan Microwave Bridge with Solid State Source; e-scan E204-4000 Magnet System; Personal Computer with Acquisition Server USB and Ethernet Interface; e-scan Self -testing/Self-validating Analysis Software (WIN-ACQ) with VBS Script Feature; e-scan ES200-2107 High-Dose Thin-Film Dosimeter Holder with Bar-Code Identifier part #8638203; e-scan ES200-2108 Low-Dose Pellet Dosimeter Holder with Bar-Code Identifier part #8638201; Maintenance Agreement 12-month exchange program part #6131020; and Shipping/Handling part #A6130600. The e-scan provides automated measurement of irradiated alanine coated films with direct display of absorbed dose in Gray and transfer of the displayed values to either spreadsheet or database tables. Configurable Visual Basic TM Scripts allow tailoring of the output to user requirements. The "Bruker e-scan epr" for alanine will be used to support two main areas of research, the primary area being the field of food irradiation. After samples are irradiated to a specified target dose it is imperative to be able to confirm that dose or, more to the point, determine the actual absorbed dose to the samples. The "e-scan epr" for alanine does just this, it allows the researcher to report the actual dose to the samples which will be different from the theoretical target dose. Secondly, when samples are irradiated to be sterilized it is important to report that the sterilization dose has been achieved and the "e-scan epr for alanine" allows us to do so. In essence, the target dose is one thing, the actual dose another and the "e-scan epr for alanine" will allow us to make the actual dose determination. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2005-43), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 334516. The Solicitation number is 102-0356 and is issued as a Request For Quotation (RFQ). Companies with the demonstrated capability of providing this equipment must submit a descriptive statement, including descriptive literature, specifically addressing the equipment=s component=s and availability. In the event multiple quotes are received, the quotes will be evaluated on the basis of lowest price, technically acceptable. In order to be considered technically acceptable, the item must meet specifications and compatibility requirements. The statement and literature must be submitted to the Contracting Office Address within 5 days of publication of this notice. This is not a request for proposal. NO SOLICITATION IS AVAILABLE.
