- INTENT TO SOLE SOURCE The VISN 9 Acquisition Service Center has a requirement to contract consulting services, hardware and software for the VAMC Mountain Home, TN Audiology Department. The requirement is for a Physicist, a hearing Neuroscientist, a Research Assistant and Medical Application Software to be used in performing support services to the VA Rehabilitation Research and Development (RR&D) sponsored Merit Review study entitled, "Vestibular Consequences of Blast-Related Mild Traumatic Brain Injury". This is a new requirement and will a be a joint investigational study between the Mountain Home, TN VA Medical Center and Wayne State University, Detroit, Michigan. The contractor will supply the medical application software - LC model software for automatic quantification of in vivo proton MR and spectra Linus PC and printer. Contractor will travel to VAMC Mountain Home and perform equipment set up and training for imaging technicians. Also implementation and analysis of MRI data by submitting monthly reports, report on SWI, DTI and MRS analysis, assessments of results, plan for further analysis and recommend/plan future study design shall be performed. Contract employees are expert, published, imaging consultants in the area of neuroimaging. This includes the quantification of microhemorrhages using SWI, and the identification and quantification of metabolite and neurotransmitter concentrations in the brain using MRS. SCOPE: A3.1.1 Advise on the acquisition of MRI data - Instruct and educate technicians at the Mountain Home site on the selection of MRI pulse sequences to allow for standard and special MRI procedures to be performed, including: - Scanning a phantom containing chemicals so that a basis set can be elucidated and used in the LCModel for MRSI data analysis for identifying metabolites and neurotransmitters and quantifying their concentrations - Obtaining high resolution anatomical imaging, and on performing - Diffusion tensor imaging (DTI) - Susceptibility weighted imaging (SWI) - Magnetic resonance spectroscopic imaging (MRSI) A3.1.2 Provide thorough reports of the imaging data by: -Quantifying microhemorrhages as identified with SWI, including number of lesions and their volume - Quantifying DTI through calculation of the apparent diffusion coefficient (ADC) and fraction anisotropy (FA) measures - Quantifying concentrations of various metabolites and neurotransmitters from selected regions of brain tissue using the LCModel A3.1.3 Provide assistance with dissemination of research findings -Review and interpret all test results - Contribute to the analysis and discussion of these data and contribute to writing sections of document to be submitted to scientific journals for peer review A3.1.4 Develop recommendations and plan for future study design -Consider ways to reduce imaging time to effectively evaluate brain structure and function - Continue to develop quantification methods that will automate analysis to enhance efficiency and allow for more wide spread applications of these newer imaging modalities Under FAR Part 6.302-1, Wayne State University, Detroit, MI, is the only one responsible source to satisfy the requirement. The NAICS code associated with this requirement is 621111 with a size standard of $10 million. This Notice of Intent is not a request for Expressions of Interest (EOI), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. This notice of intent is not a request for competition. However, any company that feels they can meet the requirements may give written notification to the contracting officer 10 days from the date of publication of this notice. Interested persons should furnish detailed data concerning their capabilities to provide services sought, including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the Department of Veterans Affairs will proceed with a sole source award for the requirement to Wayne State University, Detroit, Michigan.
