- This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit, on a sole source basis, a purchase order to perform repair of the Digitally Tuned Oscillators, NSN:5955-01-466-6451EW, P/N 9815241-101, applicable to the AN/ALQ-131 Pod. This requirement is sole source to GENERAL MICROWAVE CORPORATION (d.b.a. HERLEY NEW YORK), 227A Michael DR, Syosset, NY 11791-5306, CAGE Code 11332, ONLY, for the services described herein. The statutory authority permitting other than full and open competition is FAR 6.302-1 &10 U.S.C. 2304(g). The Government does not own sufficient data to allow other than the approved source described above to repair or manufacture the DTOs/Oscillators. There is no commercial application for this unique item. The Government's Responsible Engineering Authority has determined that this item is Sole Source to GENERAL MICROWAVE CORPORATION (d.b.a. HERLEY NEW YORK). This purchase order is anticipated to be awarded as a Firm Fixed Price type instrument. The approximate award date is 25 August 2010. A solicitation will be issued on or about 22 July 2010. Delivery requirements are 60 days after receipt of order/receipt of repairable; whichever is later at a rate of 10 per month until complete. Total quantity will be for 11 EA DTOs/Oscillators; NSN: 5955-01- 466-6451EW, P/N 9815241-101645. This synopsis is not to be construed as a commitment by the Government or as a Request for Proposals or Quotes. Interested parties may identify their interest and capability by submitting a Statement of Capabilities to Mr. Derek H. Belflower at derek.belflower@robins.af.mil. A determination by the Government whether or not to compete the purchase order is based upon an assessment of responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation or selection process.
