Description
The Defense Logistics Agency has a requirement for Kyocera Ecosys Printers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular # 43. The justification for brand-name application is included within this announcement. This requirement is issued as Request for Quotation (RFQ) # SP4707-10-Q-0109. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at destination, Battle Creek, Michigan. Delivery shall be no later than 30 calendar days after award date. This acquisition is set-aside completely for small business concerns, and the associated NAICS code is 334119 with a SBA size standard of 1000 in employees. For nonmanufacturers the applicable size standard shall be 500 in employees per FAR 19.102(f). Quotes shall provide an overall total price, as well as pricing for each Contract Line Item Number (CLIN). Quotes with quantities of less than requested or products other than those requested will be deemed technically unacceptable. CLIN Descriptions: CLIN 001: Kyocera ECOSYS Black and White Network Printer, MPN: FS-3920DN, QTY: 58 EA. Brand Name Justification: Kyocera printers are being purchased to replace outdated printers currently used to support Defense Reutilization and Marketing Service Automated Information System (DAISY). The current printers in place will not support the barcode application and the Reutilization Business Integration (RBI) barcoding solution of the Defense Standard System (DSS). Kyocera printers are compatible with DAISY and will be used with incoming RBI equipment. Kyocera has been approved to be fully compatible with both DAISY and RBI software systems and compatible with the DSS footprint. Agency needs dictate that interested offerors must be in compliance with the following additional requirements to be considered technically acceptable. Only new equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. Potential sources shall be a Kyocera authorized independent dealer or propose a teaming arrangement to meet this requirement and remain qualified for award under applicable Federal Regulations. Failure to comply with any of these requirements will result in removal from consideration. The evaluation factor(s) for award is; lowest-price, technically acceptable.
