- Notice of Intent to Award a Soul Source Contract Action/Modification for Continuation of Actions Currently Performed Under Contract HHSF222200860033C. The Food and Drug Administration intends to award (estimated award date 9/10/10) a Purchase Order on a Sole Source basis to Moyer & Associates, 13716 Charity Ct., Germantown, MD 20874-2965 for the increase of 264 Direct Labor Hours: 1. Continue to provide executive coaching training, leadership training and organizational development interventions including facilitation of the Preferred Futuring process. 2. Continue to provide collaboration and facilitation training models that will maximize the function and relationships between groups to meet the mission and programmatic areas of mutual interest. This action is being processed in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements, as supplemented with additional information included in this notice. This announcement constitutes no request for quote (RFQ) and a written solicitation will not be issued. Not withstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required service. A determination to compete this procurement based on a response to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source determination is based on the fact Moyer & Associates has provided summary reports and detailed work processes and plans to achieve long-term organizational development and tools for implementing strategic planning relevance to the programmatic work of the Office of Compliance. Moyer & Associates is currently conducting extensive planning and training within the Agency and other groups implementing strategic planning, organizational development, executive coaching and leadership development. This work described is a follow on requirement to the current contract, is within the current statement of work and supplements already ongoing effort that builds on an established framework. This follow on requirement will support initiatives well underway encompassing every program area. This new work is a logical follow-on to the original statement of work as per FAR 8.405-6(b) (2). Given FDA's requirements there would be unacceptable delays in strategic planning processes and organization development training already underway if this work was to be competed. The period of performance for this contract ends September 2011.
