Description
(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number, N68335-10-R-0278, is issued as a 100% Small Business set-aside Request for Proposal (RFP). (iii) The solicitation documents and incorporated provisions and clauses provided herein are those in effect through Federal Acquisition Circular 05-29, Amendment 01. (iv) The NAICS code associated with this requirement is 333924, with a small business size standard of 750 employees. (v) This is an acquisition for forty-one (41) units, Propeller Transport Dolly, NSN: 3920-01-454-2393. The Propeller Dolly shall provide for transportation, storage, and maintenance of the Dowty R391 Propeller and will include an adapter to facilitate transportation requirements. The R391 propeller diameter is 13.5 feet (4.1 M) with an estimated weight of 700 lbs. The adapter allows the propeller to be raised and lowered and pivot to allow ease of transport and access into the aircraft cargo bay and storage. The Dolly shall include four-wheels (casters) that have the ability to lock and swivel 360 degrees and, incorporate foot-lever operated caster brakes, leveling jacks (screw type), tilt (pitch positions), flight-line towing with tractor and forklift capabilityand tie-down rings for aerial or overland (truck) transportation IAW ISO 9000. The design of the dolly shall provide storage for stowing and transporting the spinner cone, dome, pitch-lock regular, and ratchet rings used for tie-down assemblies. Must also have the capability to stow small parts and tools in the frame mounted stowage box. The design of the dolly shall fit within the confines of the C-130J/KC-130J aircraft cargo bay maximum ten (10)feet wide and maximum nine (9) feet high for the purpose of aerial transportation. The design of the dolly shall withstand the flight and emergency landing loads with a safety factor 2X, and all critical safety items must be identified with corrective action. All Technical Manuals, Operation Manuals, and drawings shall be furnished to the Government for use and release. (vi) Refer to attachment for requirement specifications. (vii) Delivery shall be as follows: First delivery for seven (7) Propeller Dollies are due 01 December 2010. Each month thereafter, seven (7) dollies shall be received by NAVAIR Staging Facility with a final delivery scheduled for May 1, 2011. Acceptance will be by Government at destination. FOB is Destination. All items will be shipped to Lakehurst, NJ 08733. (viii) FAR 52.212-1, Instructions to Offerors - Commercial Items, is incorporated by reference. Addendum 52.212-1: All offerors competing for award are required to provide a proposal electronically to Michelle.Prinston@navy.mil. All proposals must include information regarding the make/model and technical specifications of the item being proposed. Offerors will be evaluated on a pass/fail basis. The price proposal will be evaluated to determine the offerors prices are realistic, accurate and reasonable.
