Description
Sole Source Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-44. This solicitation is being issued as a Request for Quotation (RFQ) # 0383139. This solicitation is being issued under Simplified Acquisition Procedures (SAP) authorized by the Test Program. The North American Industry Classification System (NAICS) is 238210. This will be a Firm Fixed Price Contract. The applicable service wage rates are Wage Determiniation Number 2005-2103, Revision Number 10, Date of Revision 06/15/2010. The Government intends to negotiate with Advanced Power Controls, 126 Sandy Drive, Newark, Delaware 19714, on a sole source basis to provide the necessary material, labor and service to engineer, design, install and connection of the existing Alerton, Inc Direct Digital Control and Building Automation System for the FBI Headquarters upgrade. This requirement requires the contractor to access the Alerton software of the Building Automation System which can only be accessed by a licensed and trained Alerton representative. The only Alerton representative authorized to work on Alerton software in the DC area is Advanced Power Control of Newark, DE. Some of the work APC shall perform will include the installation of dampers and control reheat valves that tie into the existing Building Automation System. As well as the installation of an additional Direct Digital Control system for an entire floor in the J. Edgar Hoover Building. The period of performance is expected to last 180 days after Notice to Proceed. This solicitation incorporates several clauses by reference. Each offeror shall include a completed copy of the FAR provisions at 52.212-1 Instructions To Offerors-Commercial Items (June 2008), 52.212.3 Offeror Representation and Certifications - Commercial Items (Aug 2009), 52.212-4 Contract Terms and Conditions - Commercial Items (June 2010) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (July 2010) as well as 52.212-2 Evaluation - Commercial Items (Jan 1999) are incorporated by reference. Interested persons may identify their interest and capability to respond to this requirement. Technical acceptability will be determined solely on the content and merit of the information submitted by the offeror in response to this notice. This notice of intent is NOT a request for competitive bids. However, all bids received by September 10, 2010 12:00 PM will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Proposals must be emailed to Richard.Casagrand@ic.FBI.gov and a technically acceptable proposal must clearly show that the offeror can meet the requirement of the Government.
