Description
Notice of Intent: The Bureau of Reclamation intends to award to Carmeuse Lime & Stone, Inc. a purchase order for silica sand for treatment process tanks at the Leadville Mine Drainage Tunnel Processing Plant in Leadville, Colorado. Reclamation has found Carmeuse Lime & Stone, Inc to be the only source of the silica sand that will successfully ensure proper functioning of the treatment process tanks. This procurement is being conducted under Commercial Items (FAR Part 12) and Simplified Acquisition Procedures (FAR Part 13). Since the government believes that only one responsible source can provide the product that will satisfy the agency's requirements, a Justification for Other Than Full and OpenCompetition has been prepared by the Great Plains Regional Office Chief of Contracting. The Government intends to award this requirement on or about September 7, 2010; however, all dates in this announcement are subject to change. Firms that recognize and can provide the required work described above are encouraged to identify themselves and give written notification to the Contracting Officer. This notice is not a request for competitive quotes. All responses received before the anticipated award date will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Firms should identify themselves as either small business or other than small business, in accordance with the size standard of 750 employees under the North American Industry Classification System (NAICS) code of 212322. Responses to this notice should be mailed to the Bureau of Reclamation, GP-5000, PO Box 36900, Billings, Montana 59101; sent via fax to 406-247-7798, Attn: Amanda Somerville; or by e-mail to asomerville@usbr.gov. Effective October 1, 2003, prospective vendors are required to register in the Central Contractor Registration (CCR) database prior to receiving a contract award. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representations.
