- The Mission & Installation Contracting Command (MICC) Center-Fort Bragg (MICC Center - FB), Fort Bragg, North Carolina awarded a purchase order to convert 60 Pope Air Force Base Fire Departments self-contained breathing apparatus (SCBA) and masks manufactured by Mine Safety Appliances (MSA) to the MSAs model currently used by Fort Bragg Fire and Emergency Services. This conversion project is in support of the mandated Pope Air Force Base Fire Department mission assumption under the 2005 Department of Defense Base Closure and Realignment (BRAC) Act. SCBAs and masks are used by firefighters to breathe in hazardous environments and firefighting situations. Firefighters are trained to use their breathing apparatus and masks in zero visibility and stressful situations. This requires standardization of equipment across the entire fire department. It would be dangerous for a firefighter to be involved in a situation involving a malfunction and have to remember which breathing apparatus/mask he is wearing as emergency procedures must be done quickly and without hesitation. This is a safety-related issue. This conversion is absolutely necessary to provide standardization of equipment in one department. Using more than one model of SCBAs/masks could be confusing on the fire ground and result in injury or death.
