Description
This is a Sources Sought Notice. This is not a request for a proposal. There is no solicitation available at this time. Interested parties will not be reimbursed for requested information. And there might be no further communication on the government ™s part. The government is determining its acquisition strategy and consequently is exploring the idea of setting this work aside for small business. This project is located at the Naval Construction Battalion Center (NCBC), Gulfport, Mississippi and surrounding areas including Naval Support Activity also known as Lakeside, located at 3500 Chicot Rd., Pascagoula, MS. ; Camp Keller (Woolmarket weapons firing ranges) on HWY 67 in Biloxi, MS. ; the Boat Operation Building (BOB) at Pass Christian, MS. Municipal harbor and Stennis Space Center Special Boat Team 22 (SBT-22) and NAVSCIATTS facilities. Refer to pre-Solicitation Number N69450-10-R-0793. The government is seeking interest from small businesses for heating, ventilation, air conditioning (HVAC) maintenance and repair services. The contract type is a combination fixed price and indefinite quantity. The work to be performed under this contract includes, but not limited to: maintenance and repair of heating, air conditioning, ventilation, pumping (including chill water, condensing water, sewer lift station, domestic water [including ground water pumps, boost pumps, water towers], and condensate), outside air units including enthalpy wheels and heat pipes, exhaust systems, specific refrigeration system, and delta control system. The majority of the dynamic equipment components have been incorporated in the Energy Management System and controlled and monitored by a proprietary Delta ® DDC control system with each unitary panel networked to building system panel(s) and each system panel networked via a Base wide LAN that is connected to various Delta ® operator workstations and to Internet servers. This Delta ® DDC control system not only controls each component of the various mechanical systems but also monitors these components for service schedules and alarm parameters. Many of these alarms and events can be critical, (sewer pump failure, water tower level below specified fire protection levels, etc.) Government intends to award this as a multi-year contract, one base year and four options. NAICS Code: 238220 Size Standard: $13M. Project Magnitude is over $10 million. The government is only seeking a 1 to 2 page (this does not include the letter from the Surety and CCR registration) response. The information which must be contained in your response is as follows: 1) Name and address of company; 2) Point of contact with phone number and email address; 3) Business size and socio-economic program (HUBZone, 8(a), SDVOSB, etc); 4) Evidence of registration in CCR (Central Contractor Registration database at www.ccr.gov) and provide CAGE Code and DUNs Number In addition to the general information above, interested offerors must provide the following specific information: 5) List three HVAC services contracts awarded to your company that were completed in the last five years for which you were the Prime Contractor. If you do not have such experience, list experience which you feel is directly relevant and explain in no more than one paragraph per project why we should consider it; Emphasis should be given to any contracts involving work on Delta control systems. If you were not the Prime Contractor then state your role and what percentage of the work you performed. 6) For the projects above should be, as a minimum, in the $300,000 range. If they are not, identify the dollar value and explain in no more than one paragraph why we should consider it; 7) Are you affiliated with any other Small Businesses, Joint Ventures or have a formal Teaming arrangement? If so then provide name(s) of these companies. Negative response is required if this does not exist. Interested offerors must reply by email with documentation submitted as an attachment. All prospective offerors must register as Plan Holders on the internet website for this solicitation. Each company must indicate if it is a Prime Contractor or Subcontractor. This will be the only method of distribution of amendments; therefore it is the offeror ™s responsibility to check the website for updates (Amendments).
