- The United States Property and Fiscal Office for Connecticut intends to award a sole source, firm fixed price contract with Dallas Avionics, Inc., 2525 Santa Anna Ave, Dallas, TX 75228 for six each TIL #TDFM6148 radios, six each TIL AMS6000 Audio Mode Selectors, six each UH60 Install Kits, six each Comant Antenna VHF-FM, twelve each Comant UHF Blade 400-960; for the Connecticut Army National Guard. The TIL #TDFM6148 Radio System is the only known commercial radio available that meets all of the Government's requirements for multi-agency, interoperable communication capabilities with non-military entities and has received an Air Worthiness Release (AWR) for use in UH-60A/L Blackhawk Aircraft. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a notice of intent. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. Telephonic inquiries will not be accepted.
