RECOVERY ACT ACTION THIS IS FOR INFORMATIONAL PURPOSES ONLY. AMERICAN REINVESTMENT RECOVERY ACT SOFTWARE LICENSING AND MAINTENANCE SUPPORT FOR THE OFFICE OF THE DIRECTOR (OD), OFFICE OF RESEARCH INFORMATION SYSTEMS (ORIS), eLECTRONIC RESEARCH ADMINISTRATION (eRA) Statement of Work 8/30/2010 THIS IS BEING COMPETED UNDER THE NITACC VEHICLE - ECS III DESCRIPTION OF SERVICES In accordance with FAR Part 5.7 Publicizing Requirements under the American Recovery and Reinvestment Act, this is a notification of a modification to an existing, competitively awarded fixed price delivery order using American Recovery and Reinvestment Act (ARRA) funding. This contract is to provide the eRA application community with proficient enterprise-level operations related products and services. It is the intent of the National Institutes of Health (NIH), to award a contract for Software Licensing and Maintenance Support using the NITACC Vehicle ECSII. The Contractor shall provide software licensing and maintenance to support the ARRA Archive/Purge Project that will provide the ability to archive or purge (as appropriate) its historical grants data to improve the performance of its transactional database used for daily business operations and to ensure compliance with federal regulations governing records management. This task order requests technical services to assist the Office of Extramural Research (OER) with the execution of NIH grant support implementation of the required NIH oversight related to the American Recovery and Reinvestment Act of 2009 (ARRA) at NIH's institutes and centers supported by OER. This solicitation is being issued as Request for Quotations (RFQ) NLM-10-155-EJB. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services. The eRA program requires scalable, high-performance information lifecycle management software that will enable eRA to cost-effectively manage data growth. Data archive software makes data archiving, database archiving, data warehouse archiving, and application archiving safe and easy, enabling eRA to store master, reference, and transactional data for ready access when needed. eRA requires an archive software package that shall: • Identify and move inactive data to another database or to a secure, highly compressed immutable file. • Offer application-specific business rules to allow us to maintain data integrity while implementing the data archive solution and after running the data archive program. • Reduce the size of the production instance, making backup, recovery, and upgrades faster and easier. • By retiring legacy applications and running a data archive solution, IT organizations can streamline information lifecycle management while reducing management, software, and hardware costs.
