- This is a combined synopsis/solicitation for Communication Access Real-time Translation (CART) services and equipment for one student in support of Mid-level Intelligence Threat Analysis Course prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12 - Acquisition of Commercial Items. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm-fixed price purchase order. This is a small business set-aside. The NAICS code is 561492. This requirement is for the Department of Homeland Security, Office of Intelligence and Analysis. The solicitation number for this effort is HSHQDC-10-Q-00495 and the combined synopsis/solicitation is issued as a Request for Quotation (RFQ). Award will be made to the lowest price technically acceptable offeror. REQUIREMENT: Reasonable accommodation is required under the Rehabilitation Act. Contractor will provide Communication Access Real-time Translation (CART) services in support of training. CART, also called open captioning or real-time stenography, is the general name of the system that court reporters, closed captioners and deaf people use to convert speech to text. A trained operator uses a keyboard or stenography to transcribe spoken speech into written text. Service provider must supply certified CART transcriber and all necessary equipment to support one student. CART contractor will participate in a Mid-level Intelligence Threat Analysis Course. Period of Performance: September 13-24, 2010, or an alternate date TBD. Hours of Operation: 0730 through 1630 with a one hour break for lunch.
