- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): W9127N0820003 0n 17 August 2009, the U.S. Army Corps of Engineers - Portland District (USACE - Portland) awarded Task Order 09-1 to the Lane Council of Governments (LCOG)to assist USACE - Portland and the local project sponosors in completing a Programmatic Environmental Assessment for the Cedar Creek and Amazon Creek priority planning areas as a key component of USACE - Portland's Metro Waterways General Investigation within the Eugene-Springfield metropolitan area and for beginning work on the planned Phase II of the study, which will likely focus on the Main Stem Willamette River. Task Order 09-1 was issued on a sole source basis as the LCOG is a membership of numerous local governments and institutions throughout Lane County, Oregon and acts as a pla nn ing and government liason entity in order to provide technical service of a specialized nature to the various county and local governments in many fields. The LCOG's service area is a primary population center of Oregon, and as such is the site of significant long term economic, social, and environmental challenges including predicted high population growth, improved flood preparedness, conservation of water, recovery of listed species, retention of economic viability and many others. This work under this Task Order is to be conducted in many settings and through methods which directly inform the appropriate civic use and conservation of those water resources in Lane County and which are applicable to planning, development and conservation activities being undertaken for the public benefit. The Lane Council of Government will provide planning assistance to the USACE - Portland in support of the Eugene-Springfield Metropolitan Waterways Study under the following tasks -- 1) Revise and clarify enhancement alternative evaluation and selection of recommended alternative; 2) revise programmatic environmental assessment to ensure NEPA compliance; 3) assist USACE - Portland with federal and state agency coordination; 4) prepare draft FONSI; 5) NEPA guidance from technical review team and engage ECO-PCX to start ATR/IERP/Model Certification; 6) assist USACE - Portland update cost estimates and completes MCACES cost estimate; 7) include cost risk analysis; 8) prepare generalized real estate plan with assistance for USACE - Portland; 9) complete revisions to feasibility study and integrated report to complete programmatic environmental assessment; 10) alternative formulation briefing and related support; 11) compile and respond to agency and public comment on the environmental assessment; 12) general planning and technical assistance; and 13) phase II metro waterways study assistance. The total amount of Recovery Act funding used for this Task Order is $375,000.00. The CFDA associated with this action 10.904 and the TAS associated with this action is 96 3134.
