Description
The Daniel Boone National Forest, Winchester, Kentucky is soliciting quotes (RFQ) for the supply and delivery of an XRF Analyzer that is a hand-held meter that analyzes for the non-destructive testing of mineral and metal alloys. This combined Request for Quotation is issued under Solicitation No. AG-531A-S-10-0035 and all proposals shall reference this (RFQ ) number and shall be submitted to the Daniel Boone National Forest, 1700 Bypass Road, Winchester, KY 40391 or faxed to (859) 745-4710 by 4:30 pm eastern time on September 20, 2010. This is a combined synopsis/solicitation for commercial items in accordance with the FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44 effective July 16, 2010. This acquisition is set-aside 100% for small business. The North American Industry Classification System (NAICS) code is 334513 and the size standard is 500 employees. Submit a detailed price list in accordance with the specifications/requirements as follows: Portable hand-held X-Ray Fluorescence (XRF) instrument for in-situ analysis of soils, sediment, tailings, and rock. Instrument must NOT have a radioactive source, but a high resolution X-ray detector tube. Instrument must have the ability to simultaneously analyze, as many listed metals as possible (Manufacturer must list in his/her quotation which analytes each model includes): Ag, As, Ba, Cd, Co, Cr, Cu, Fe, Hg, Mn, Mo, Ni, Pb, Sb, Se, Sn, Sr, Ti, TI, Rb, U, V, Zn, and Zr. Instrument must have soil test standard for in-situ testing, a battery pack and charger and additional battery pack for backup. Instrument must have the ability to interface with Global Positioning Systems (GPS). Prefer easily downloading interface from instrument to Pocket PC and Personal Computers. Instrument must be able to comply with EPA method 6200. Instrument shall have minimum strength tube 45 kV. Instrument shall include large area silicon drift detector. Instrument shall include a 3 year warranty. Vendor shall provide itemized quotes for commonly purchased accessories (such as docking station or stand). Quotes must include vendor's TIN (Tax Identification Number) Quotes must include a completed copy of (FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn. gov., submit only paragraph (b) from the provisions and a DUNS number. (FAR) 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, technical conformity to specifications, and ability to meet delivery date. The following clauses are incorporated by reference and can be downloaded in their entirety at www.arnet.gov/far: (FAR )52.212-1 Instructions to Offerors, Commercial Items, (FAR) 52.212- 4 Contract Terms and Conditions, Commercial Items, (FAR) 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items: (FAR) 52.203-6 Restrictions on Subcontractor Sales to the Government; (FAR) 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003): proof of contractor registration in CCR required before the Government can effect an award: (FAR) 52.219-8 Utilization of Small Business Concerns. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, wil`l be selected for award. Only one award will be made.
