- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-10-T-8122, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective 02 Aug 2010. NAICS code 333618 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price Sole Source purchase order to Fairbanks Morse Engine for USNS ALAN SHEPARD for the following Statement of Work: The requested period of performance for the above service is 31 October 2010 - 27 November 2010. 1.0 ABSTRACT 1.1 This item provides for the 6000 hr maintenance on the #1, #2, #3 and #4 MDE Turbochargers. 2.0 REFERENCES/ENCLOSURES: 2.1 References: 2.1.1 None 3.0 ITEM LOCATION AND DESCRIPTION 3.1 Locations/Quantity 3.1.1 Location: Main Machinery Room 5-66-0 3.1.2 Quantity: Four (4) Turbochargers 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS/SERVICES: None 5.0 NOTES 5.1 Performance Period: 31 October Thru 27 November 2010 5.2 Performance Location: USNS ALAN SHEPARD,T-AKE 3 Santa Rita, Guam 5.3 Provide a "Certificate of Insurance" (COI) in an Adobe electronic format (PDF) to the Port Engineer that meets or exceeds requirements for entry into Guam Shipyard. Personnel may not be allowed into Guam Shipyard until the company's COI has been received. 5.4 Provide an access list of all personnel boarding the ship. The list shall include the following: 5.4.1 Persons full Name 5.4.2 Social Security Number, or passport#, or naturalization number. 5.4.3 Place of birth 5.4.4 Date of Birth 5.4.5 The Access list shall be faxed to Nikia Rorie at 757-443-1493. Office# 757-443-093. 5.5 Email BASE access requests to Norma Pilman of SSU GUAM. (Norma.Pilman@fe.navy.mil) Provide the following info: 1. U. S. Citizen Contractors: Full Name; Full SSN; Ship Attending; Reason For Visit; Dates Requiring Access. 2. Non-U. S. Citizen Contractors: Full Name; Date Of Birth; Nationality; SSN, Passport No. or ARC No.; Ship Attending; Reason For Visit; Dates Requiring Access. 5.6 This ship contains High Voltage (HV) electrical systems. The contractor and subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a contractor or subcontractor approach, work on, or enter a High Voltage area with out proper authorization. 5.7 THE T-AKE ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM. 5.8 All shipboard lockout tag out procedures shall be followed by the contractor. 6.0 QUALITY ASSURANCE REQUIREMENTS: None additional 7.0 STATEMENT OF WORK 7.1 Provide the services of at least two (2) Authorized OEM Turbocharger Representatives. The Representatives shall be considered as Sr. Service Tech Reps Experienced with MAN B&W 48/68 engines and the T-AKE Class. 7.2 Provide four (4) turbocharger kits to facilitate the 6000 hour maintenance inspection. 7.3 The Tech Reps shall open, inspect, and certify the turbo chargers found on MDE #1 thru #4 IAW the 6k hour maintenance plan as required by the OEM. 7.3.1 Dismantle of the air side of turbocharger: remove filter-silencer, insert peace, compressor wheel, labyrinth ring, locating ring and ring nut, thrust bearing and thrust ring. 7.3.2 Inspection and recording of all relevant dimensions 7.3.3 Cleaning of parts onboard 7.3.4 Assembly of turbocharger with new or re-refurbished parts 7.3.5 Upon completion of work, witness the operational testing of all four (4) MDGs during dock trials. 7.4 Coordinate work with Ship's force and Shipyard personnel as not to interfere with any other work being performed in the adjacent areas. 7.5 All maintenance shall be performed in accordance with OEM recommended practices and procedures. 7.6 Contractor shall provide all necessary tools, parts and equipment, including any calibrated tools and/or torque wrenches required to perform work in accordance with OEM requirements. 7.7 All work shall be performed to the satisfaction of the Port Engineer and Chief Engineer. 7.8 Submit a final report of all dimensions recorded with a list of parts installed on each turbo. WOOD PACKAGING MATERIAL (WPM) - ADDITIONAL DELIVERY INSTRUCTIONS: In accordance with the requirements of International Standards for Phytosanitary Measures (ISPM) 15, the following commercial heat treatment process has been approved by the American Lumber Standards Committee (ALSC) and is required for all Wood Packaging Material (WPM). WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frames, and cleats. Packaging materials exempt from the requirements are materials that have undergone a manufacturing process such as corrugated fiberboard, plywood, particleboard, veneer and oriented strand board. All WPM shall be constructed from Heat Treated (HT to 56 degrees Centigrade for 30 minutes) lumber and certified by an accredited agency recognized by the ALSC in accordance with Wood Packaging Material Policy and Wood Packaging Material Enforcement Regulations (see URL: http://www.alsc.org). All materials must include certification markings in accordance with ALSC standards and be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides and ends of the pallet and be contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ALSC approved "DUNNAGE" stamp. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment of materials at the point of entry. 52.252-2 Clauses Incorporated by Reference This contract incorporates one or more clauses by reference with the same force and effect as if they were given in full text.
