Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation will be available on or about September 22, 2010 at https://www.neco.navy.mil. The Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking Ready Mix Concrete Services at Naval Station Guantanamo Bay, Cuba. This is a negotiated procurement, using the Lowest Price Technically Acceptable approach that will result in an Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a one year base period and four (4) one-year option periods. Total contract duration shall not exceed sixty (60) months. There will be a one to two month phase-in period and the anticipated start date is December 1, 2010. The proposed contract is a performanced based acquisition for the contractor to provide all labor, management, supervision, tools, materials, equipment, engineering, and transportation necessary to produce and deliver ready mixed concrete, coarse and fine aggregates, and provide concrete materials testing services to specific sites as required on the U.S. Naval Base, Guantanamo Bay, Cuba. The Government will provide a site on-board U.S. Naval Base, Guantanamo Bay, Cuba for a contractor provided batch plant. Estimated contract value for the five year contract is $11M to $15M. The NAICS Code for this procurement is 327320 with a size standard of 500 employees. This solicitation will be posted to http://www.neco.navy.mil under solicitation number N69450-10-R-1264. This will be the only method of distributing of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE, PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423 or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award.
