Description
The Air Armament Center, Advanced Programs Division, Advanced Projects Branch, Eglin AFB, FL, intends to award a sole source contract to Allied Mechanical Wisconsin, Inc., N987 Craftsman Drive, Greenville, WI, 54942 for a Cast Ductile Iron (CDI) warhead representative of an SDB-1. The CDI warhead demonstrator effort will develop a low cost cast ductile iron SDB-I representative bomb body in very limited quantities that will sufficiently represent the characteristics of a CDI SDB-I form factor warhead. These demonstrator warheads are intended for arena testing to define fragmentation behavior. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice serves as the Notice of Contract Action (NOCA). The contractor will be responsible for the development and fabrication of six CDI SDB-I form bomb bodies with simplified aft closures. The anticipated period of performance for this contract will be 45 days. This will be procured as a Firm Fixed Price (FFP) contract. The following provides a list of deliverables required under this contract: (1) The Contractor shall develop and fabricate six (6) CDI SDB-I form factor bodies, with simplified aft closures. (2) The demonstrator CDI SDB-I warheads shall be manufactured using 60-40-18 Cast Ductile Iron to the same specifications as the current BDU-50C/B, BDU-61, and BLU-111D/B CDI products produced for the USG. (3) Each demonstrator CDI SDB-I bomb body shall be delivered with a certification of compliance including: metallurgy, composition, microstructure, dimensional inspections and weight. (4) A final non-proprietary Level 2 drawing of the CDI SDB-I bomb body shall be provided to the USG for record of the CDI bomb body configuration as delivered. Tooling and cast production of the cast ductile warheads can only be manufactured at Allied Mechanical Wisconsin (AMW). AMW is the only US company in minerals and metallurgy that manufactures these cast ductile iron warheads. This is not a request for competitive proposals and no solicitation is available. All interested parties must respond in writing with clear and convincing evidence to support their ability to provide this capability within fifteen (15) calendar days of this publication. A determination by the Government not to compete this action based upon responses received is solely within the discretion of the Government.
