Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ORGANIZATION: United States Air Force 22 CONS/LGCA Contracting Officer: Capt Rosa M. Krauss, DSN 743-4525 53147 Kansas Street Ste 102, Building 732 McConnell AFB, Kansas 67221-3606 Purchase Request: F2Z3130166AC06 II. DESCRIPTION OF THIS ACTION: A. Upon approval to use other than full and open competition procedures, 22 CONS will issue a new contract to procure a maintenance contract for the E911 System and components at McConnell AFB. We will procure these services from Siemens Government Services, 1881 Campus Commons Dr, Reston, VA 20191-1519, Phone Number 703-483-2043. Cage Code 0DZG1 in support of the existing E911 communication system at McConnell AFB, KS. B. Contemplated Contract Type: This is a Purchase Order contract, utilizing a Firm-Fixed-Price (FFP) pricing arrangement. C. Type J&A: Individual III. DESCRIPTION OF SUPPLIES AND SERVICES: A. Narrative Description: On 12-Aug-10, the 22d ARW submitted a purchase request F2Z0A40166A001 to purchase the equipment for the Giant Voice Alarm Console System and labor/installation of the equipment for the Alternate Command Post. The Government purchased the Giant Voice system for the Primary Wing Command Post at the 22d ARW and a remote console system for the 184th Intelligence Wing. B. Total Estimated Cost: $23,000. The appropriation code is 3400 to fund all items. NAICS for this purchase is 334290, Other Communications Equipment Manufacturing and FSC is 6350, Misc alarm, signal, sec system. IV. STATUTORY AUTHORITY: 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source. V. APPLICABILITY OF AUTHORITY: A. The above authority was selected because the new console must be integrated with the existing system. If not procured from the suggested source the entire system would require replacement resulting in substantial duplication of cost that is not expected to be recovered through competition VI. EFFORTS TO OBTAIN COMPETITION: Market research revealed that there are other companies that can provide similar products but due to the pre-existing base wide announcement/warning system network. Federal Signal is the only company that can provide the expertise to ensure this system is integrated correctly without them interfering with each other since they are used via radio transmitters. VII. FAIR AND REASONABLE COSTS: This acquistion is exempt from the requirement of cost and pricing data in accordance with FAR 15.403-1(b)(3). Price analysis will be used to ensure a fair and reasonable price. Other military contracts will be used for comparable prices. The contracting officer determined that the anticipated cost to the Government will be fair and reasonable. VIII. MARKET RESEARCH: As stated above, requirements are not available for competition, due to the pre-existing equipment and installation already on base for the 22d ARW and 184th Intelligence Wing. The Alternate Command Post must have the same Giant Voice warning system as the other Command Posts on base. Due to the nature of this acquisition, the requirement is considered to be a commercial item as defined in FAR 2.101 and is commercially available. This justification will be posted at FBO as defined in FAR 6.305(d). IX. OTHER FACTORS: None. X. INTERESTED SOURCES: None. XI. STEPS TO FOSTER COMPETITION: The government does not have sufficient rights for this service that can be provided to allow for competition of this requirement. If the buyer discovers information to the contrary, it will be listed in the contract file. XII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the Coordination and Approval Document (CAD) evidences that they have determined this document to be both accurate and complete to the best of their knowledge. XIII. TECHNICAL/ REQUIREMENTS PERSONNEL'S CERTIFICATION: As evidenced by the CAD signature page, the technical and requirements personnel have certified this document is both accurate and complete.
