- The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) is soliciting proposals in the following area of flight safety research entitled, Software and Digital Systems (SDS) Research Program. This program focuses on maintaining or improving aircraft safety and prepare for the Next Generation Air Transportation System (NextGen) by conducting research in the area of advanced flight-critical digital (software-based and programmable logic-based) airborne systems technology, to assist in understanding and assessing how this technology may be safely employed in flight-essential and flight-critical systems such as fly-by-wire, augmented manual flight controls, navigation, surveillance, and communication equipment, and autopilots. Further, assist in the following areas: 1) prevention and mitigation aircraft accidents caused by faulty airborne software, electronic hardware, and digital systems; 2) provision of technical inputs to the Aircraft Certification Service for policy, guidance, and training, 3) provision of newer evaluation, qualification, and certification technologies for digital systems, tools, processes, and methods; 4) recommendations for improved research acquisition; and 5) improvement of safety and security standards for digital aircraft airworthiness and air traffic control systems maintained for their service life. The five (5) task areas in the attached full and open competitive Screening Information Request (SIR) No. DTFACT-11-R-00002 Statement of Work (SOW) includes: Task Area #1 - Alternative Approaches to Software Assurance,Task Area #2 - Data Integrity Techniques, Task Area #3 - Software Service History and Airborne Electronic Hardware Service Experience,Task Area #4 - Obsolescence and Life Cycle Maintenance, andTask Area #5 - Advanced Verification Methods for Safety-Critical Airborne Electronics Hardware. This solicitation will allow for award by Task with the potential of five (5) separate cost-plus-fixed-fee (CPFF) contracts. The period of performance for each Task varies, with no task exceeding 30 months. The technical evaluation of each Task will be based on four (4) factors: (1) Technical and Management Approach; (2) Relevance to Aviation Safety; (3) Personnel Performance, and (4) Contractual Past Performance Competence. Offerors will be required to submit separate technical and cost proposals for each Task offered. For evaluation purposes, technical is considered more important than cost. Interested parties are directed to the attached SIR. All questions/inquires must be provided in writing to annemarie.ternay@faa.gov no later than 10/18/2010 by 2 p.m., local time. Proposals are due no later than 11/9/2010, by 2 p.m., local time. This SIR does not commit or obligate the Government. Offerors are cautioned to review all Attachments. Any amendments(s) issued to this SIR will be published at this web site, and therefore, is the offeror's responsibility to visit this web site frequently for updates on this procurement.
