A “SOURCES SOUGHT NOTICE “ Remote Buried UXO/IED Detection and Marking System Notice Type: Sources Sought Solicitation Number: N4279410S0006 Posted Date: 29 September 2010 Response Date: October 29, 2010 Archive Date: October 29, 2011 Classification Code: A “ Research & Development Contracting Office Address N42794 2008 Stump Neck Rd., Indian Head MD 20640 Description: The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Indian Head, Maryland is requesting information on ground sub-surface detection technologies to include but not limited to ground penetrating radar and new metal detection technologies. The system shall have the capability for remote detection and marking of buried Unexploded Ordnance (UXO) and Improvised Explosives Devices (IED) and their components in real time and in various soil compositions. The system shall have the ability to detect ordnance such as UXO/IED made of low metallic/ non-metallic materials. Furthermore, the system shall detect non-ferrous, non-magnetic, and non-metal objects commonly used in IEDs. The ability to discriminate configured ordnance from cultural debris and other non-ordnance related items is also desired. The system shall have a low false alarm rate and a high probability of detection rate. The effort will culminate in a man-portable, robot-mounted, user-friendly system and will serve as the functional and procedural prototype of a production system. The system shall be integrated into current Joint Service Explosive Ordnance Disposal (EOD) Man Transportable Robotics System (MTRS) MK1/Packbot and MK2/Talon systems. The system shall be lightweight, collapsible, and modular in nature so as not to restrict current robot capabilities. The system will enhance the EOD technicians ™ ability to conduct rapid marking and detection of UXOS and IEDs from a remote position and therefore increases the survivability of EOD personnel. This market survey solicits vendors' information that fully explains their existing technology features, capabilities, and performance. Commercial, non-developmental and developmental systems may be included in the information provided. However, developmental systems shall be available in approximately 12 months from this sources sought publication date. SUBMISSIONS: Information may be provided in the form of white papers, power point presentations, brochures, and specifications sheets. Please limit your response to fifteen (15) pages. This announcement serves to survey product availability, and is NOT a formal solicitation and is NOT an RFP. This synopsis is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government. All data received in response to the Sources Sought / RFI that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not will not reimburse respondents for the cost of submitting information.
