Description
THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of performing the requirements necessary for NEXRAD WSR-88D tower inspection and engineering evaluation services; structural repair and replacement services, to include supplies and material; and engineering data and engineering change proposals for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Radar Operations Center. The towers are located throughout the United States and some locations outside the United States. The main objectives of this contract are (1) to perform inspection and engineering evaluation services on selected NEXRAD WSR-88D towers and identify any required structural repair and or replacement services needed (2) to perform all required structural repair and or replacement services including the provision of all needed supplies and material and (3) to perform engineering evaluation services and provide engineering data and engineering change proposals as needed. (A Firm-Fixed-Price IDIQ) contract is anticipated for the work. Contract performance will be a base period of one year with up to four one-year option periods for a possible total duration of five years. Up to ten tower evaluation / repairs are anticipated for each year most likely during warm weather months. The 2007 NAICS code for this requirement is 811213 (Communication equipment repair and maintenance services) the small-business size standard is $7M. The Federal Supply Classification (FSC) Code is 5445 (Prefabricated Tower Structures). This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Interested firms should submit, in writing, capability statements which include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; and 3) A brief description of your firm's current and recent experience (within past 7 years) performing operations, maintenance, and technical support of a similar nature to the work described above. Information shall be submitted to Mr. Levis Knox, Contractor-Contract Specialist at levis.d.knox@noaa.gov by 3:00PM PDT (Tuesday, October 12, 2010). No telephone calls regarding this sources sought notice will be accepted as any questions regarding this notice must be submitted in writing to the e-mail address noted above. It is the Government's intent to analyze responses from firms which can operate in the areas of consideration specified above. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No contract will be awarded on the basis of responses received to this notice.
