- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). The IEWTPT is a training device used to train multiple intelligence disciplines: Imagery Intelligence (IMINT), Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Measurement and Signatures Intelligence (MASINT), Counterintelligence (CI), and Open Source Intelligence (OSINT). The IEWTPT operates in three training modes: integrated, playback and stand-alone. The IEWTPT consists of three major components: " A front-end constructive simulation [i.e., Joint Land Component Constructive Training Capability (JLCCTC)]. " Technical Control Cell (TCC) [and associated HUMINT Control Cell (HCC) as a major component of the TCC] - interfaces with the constructive simulation and the Target Signature Array (TSA). " TSA a stimulator device fully or partially integrated into organic Intelligence, Surveillance and Reconnaissance (ISR) equipment.
