- amendment 0002 adding CLINs to reflect SOW, update to evaluation procedures to account for new CLINs The associated SF1449 has been updated to reflect the CLIN structure suggested below (CLIN 0001 Operational, subclin 0001AA operational hourly, 0001AB operational daily, 0001AC operational weekly, 0001AD operational monthly; CLIN 0002 Stand-by, subclin 0002AA standby daily, 0002AB standby weekly, 0002AC standby monthly. THe evaluation procedures were updated as follows: Price inclusive of options (the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement; evaluation of options shall not obligate the Government to exercise the option(s)) if applicable. Extended prices for sub-clins 0001AA through 0001AD operational rate will be weighted by being mulitplied by.01 and the extended price for sub-clins 0002AA through 0002AC standby rate will be weighted by being multiplied by.99 (figures based upon historical utility reliability); the two amounts will then be added together to get the estimated price and award will be based on that amount. end of amendment The NAICS code for this acquisition is 532490 as indicated on the FBO classification and the attached SF 1449; the combined synopsis/solicitation contains an erroneous NAICS code. Additional information has been added as attachments on 28 September 2010 Response time revised to 4pm CST on 1 OCT 2010. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. LOCK 10 DEWATERING STAND-BY DIESEL GENERATOR RENTAL SCOPE Part 1 GENERAL 1.1 SCOPE. The work specified herein includes the selection, rental, and delivery of stand-by diesel generators to be used by the government during winter maintenance dewatering at Lock & Dam #10. Lock & Dam #10 will be closed for winter maintenance dewatering from December 6, 2010 to March 13, 2011. All stand-by diesel generators shall be delivered to the site specified, on or before December 1, 2010. The contractor shall be responsible for making all arrangements for delivery and for off-loading. 1.1.1 Provide/rent two 300 Kilowatt stand-by generators to be used as a stand-by power source for dewatering pumps for the duration of the government winter maintenance dewater at Lock & Dam #10. 1.2 SITE VISIT. There will be a site visit on 27 September 2010 at 1000 am at Lock and Dam 10. This site visit is not mandatory. Interested parties shall contact Bryan Peterson at 608-687-8526 ext. 3. 1.3 APPLICABLE PUBLICATIONS. The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. 1.3.1 American National Standard (ANSI): IEEE C2-2007 National Electrical Safety Code 1.3.2 National Fire Protection Association (NFPA) Publications: NFPA 70-2008 National Electrical Code 1.3.3 US Army Corps of Engineers (USACE): EM 385-1-1-2008 Safety and Health Requirements Manual 1.4 SUBMITTALS. The Contractor shall submit the following items as specified herein. Within 14 calendar days from notice to proceed, the Contractor shall submit the technical information below. 1.4.1 Stand-by generator specification and rental agreement. a. Generator specification b. Stand-by rate, daily, weekly, monthly c. Operational rate, hourly, daily, weekly, monthly 1.4.2 The Government will provide comments within 15 days of receipt of submittals. 1.5 MEASUREMENT AND PAYMENT. The payment provided for in the contract shall constitute full compensation for furnishing all materials under the contract in a complete and acceptable manner. 1.5.1 Stand-by Generator. Payment will be made at the contract rate as specified and will constitute full compensation for all materials, delivery to include off-loading and scheduled maintenance of the generators at Lock & Dam #10. Part 2 PRODUCTS 2.1 Rental of two 300 KW, 480 volt, 60 hertz, three phase stand-by diesel generators each with a day tank that has a capacity to operate the generator for a 24 hours period at full operating capacity without needing to be refilled. The contractor shall provide stand-by and operational rates for generators. The contractor shall be required to maintain and service the generators during the duration of the dewatering and coordinate any scheduling of maintenance with the government. The government will be responsible for ensure fuel and fluid levels are adequate prior to operation of the generators and as recommended for generator operation. The generators shall remain the property of the contractor and when directed by the Government be removed by contractor. PART 3 EXECUTION 3.1 RESPONSIBILITIES. 3.1.1 The Contractor shall furnish and deliver stand-by diesel generators to Lock #10. Generators shall remain the property of the contractor upon completion of this contract. The Generators may be required for up to five months. Generators shall be returned no later than April 1, 2011. 3.1.2 The Government work force shall be responsible for the installation and operation of the Generators. 3.2 OPERATION AND MAINTENANCE. The contractor shall be required to do maintenance, schedule/preventative maintenance and service the generators during the duration of the dewatering. The government will be responsible for ensuring fuel and fluid levels are adequate prior to operation of the generators. 3.3 DELIVERY. 3.3.1 General. On or before December 1, 2010, the Contractor shall deliver the stand-by diesel generators required by the provisions of this contract to: Lock and Dam 10 5 Lock and Dam Lane Guttenberg, IA 52052 3.4 POST EXECUTION WORK. Following the completion of the dewatering, on April 1, 2011, or when directed by the Contracting Officer, the Contractor shall remove the generators from the address listed in Section 3.3: DELIVERY. * * * * *
