- The following information is preliminary and subject to change.As a continuation of NASAs Commercial Crew Development (CCDev) initiatives begun in 2009to stimulate efforts within the private sector to develop and demonstrate humanspaceflight capabilities, NASA intends to extend efforts to foster activity leading tothe development of commercial crew transportation systems. Through this activity, NASAmay be able to spur economic growth as capabilities for new space markets are created andreduce the gap in U.S. human spaceflight capability. NASA intends to solicit proposals from all interested U.S. industry participants tofurther advance commercial crew space transportation system concepts and mature thedesign and development of elements of the system such as launch vehicles and spacecraft. NASA plans to use its other transactions authority within the National Aeronautics andSpace Act, 42 U.S.C. 2451 et seq, to invest in multiple, competitively awarded, fundedagreements. The funding available for awards will depend on the fiscal year 2011appropriations; however, an anticipated funding level is expected to be provided in theAnnouncement. The agreements are expected to result in significant maturation ofcommercial crew systems with consideration given to NASAs draft human certificationrequirements and standards or industry equivalent to those requirements and standards. This activity is referred to as Commercial Crew Development Round 2, or CCDev 2.An Announcement soliciting proposals for Space Act Agreements (SAAs) is currently plannedto be released on or about October 25, 2010, with proposals due approximately 45 dayslater.The award of multiple SAAs is planned for March 2011 with terms of 12-14 months. NASA does not intend to issue a draft of the Announcement but does plan to conduct apre-proposal conference within two weeks after release of the Announcement to discuss theCCDev 2 activity and answer questions.NASA will only consider proposals from U.S. commercial providers as defined by theCommercial Space Act of 1998. Please notify the point of contact listed in this synopsis of your interest in thispotential competition by October 18, 2010. Your non-binding letter of intent shouldinclude the company name, point of contact, address, phone number, e-mail, and nature ofinterest as either a primary participant or team member.
