Description
Answers to offeror questions. The following is Amendment 1 to the solicitation. The purpose of the attached document is to answer the questions the government received in response to the RFP. There are some general notes before you read the specific, attached answers. It is expected by the government that the offeror has done similar or the same work in the past OR in lieu of that, knows what is generally expected of this type of work. Along those lines, the government also expects that the offeror's will use the knowledge gained as a result of their past experience to make certain assumptions without requiring specific guidance from the government. In cases where your question was not answered (though hopefully that did not happen too frequently) or where you get a short answer, the government will expect your experience in such matters to supply you with a reasonable answer. Along those lines, such requirements - such as for past performance, page limits, what's to be included in certain page limits, etc., the government expects the offeror to use their past experience in drafting and submitting proposals for review as guidance. In general, these types of things require each individual offeror to decide on what would benefit them the most to send and how much, and what types, etc. The government will not "downgrade" an offeror specifically for not having had a certain number of past performance forms sent. However, if the number sent is too few or does not directly relate to the work called for under this RFP, then you will end up possibly receiving a lower score for that than others might. If you send too much, we may not be able to look at absolutely everything, and so you have to decide what will be best for you to submit and help you the most. The government believes the RFP provides enough information for an offer with the relevant experience to submit a quality proposal for the work.
