- Clarifications: 1. The Government indicates that the Contractor must be fully mobilized by 1 December 2010. What is the expected award date in order to develop a mobilization timeline / gantt chart? - Expected Award Date is NLT 1 November 2010 2. Is there an incumbent Contractor? - There is no incumbent Contractor 3. In box 8 of the SF 1449, the Government indicates that proposals are due at 12:00 PM on 4 October 2010. Is it safe to assume proposals are due at 12:00 PM Kabul time? - The date on the SF1449 is incorrect and the amendment has been posted to FBO. The correct response date and time is the one listed on FBO, 15 October 2010 8:00 A.M. Eastern Standard Time. 4. The Government specifies on page 16 of 91 that the key personnel positions are Site Manager, Supervisors and L/E. Please, clarify if these positions should be filled by U.S. citizens, Local Nationals and/or Third Country Nationals? - Key positions must meet the qualifications of part 6 of the statement of work. There is no specific requirement for any nationality for the key positions as long as they meet the qualifications. 5. The Government sites L/E as a key personnel position. What is an L/E? - L/E is a Liaison Expert to work with the local community to understand local threat levels.
