- Limited Sources Contractor will complete EBAL requirements for Field Operating Agencies of the Army Staff. These requirements include expanding the classes of supply for optimization to include Class IIIB and Class V and incorporating distribution planning and routing from a previous sense and respond effort. This will result in EBAL applications developed during previous order being integrated into a single application known as Log C2 Portal 2.0. The the following objectives will be completed: Integrate and support the TITAN LOE with the EBAL Program. • Demonstrate a software C2-LOG prototype interface that will allow interoperability between the TITAN Workflow Orchestration Support (WOS) service and the EBAL LogC2 Portal 2.0 software. • Demonstrate the capability to receive and process C2 orders from the TITAN OPS service via the TITAN WOS as the mediator to the EBAL LogC2 2.0 software. • Demonstrate the capability to exchange Logistics information from the EBAL LogC2 Portal 2.0 such as logistics alerts, COS recommendation, equipment readiness, and Logistics risk assessments via the TITAN WOS service, as the mediator to other appropriate TITAN support services. • Demonstrate the capability to receive and process TITAN services, such as C2 Alerts, Battle Book information, and others as appropriate via the TITAN WOS service as the mediator to the EBAL LogC2 software that will process and support logistics COS development. EBAL Functionality Integration Strategy will be performed as shown below: • Incorporate the Adaptive Logistics theater-planning capability into the EBAL LogC2 Portal 2.0 to enhance the COS development, Logistics Alerts Engine, Optimization and Risk Assessment resulting in a theater distribution and route plan service. • Develop an Information Assurance (IA) and Cross Domain Solution (CDS) strategy; including a recommended allocation of EBAL services, applications and data flows. On the order W91WAW-09-F-0069 which ended 21 September 2010, HTSI performed services to accomplish the EBAL Phase III Logistics Optimization objectives, listed below: • Demonstrated an enhanced COS situational awareness/understanding and effectiveness of the supporting and supported units to achieve the assigned mission/task. Enhanced situational understanding was achieved through focused logistics/materiel supportability at the Tactical level based upon the relative priority established by the Log C2 Portal. • Demonstrated a dynamic planning and execution capability to provide for an executable rank ordering of COS solutions that enhanced the mission COA analysis and supportability. • Demonstrated the introduction of new capabilities, such as the reserving of material assets during the planning phase. • Demonstrated the Phase III proof-of-concept to determine if the concept would necessitate changes to Army logistics policy and doctrine.
