Description
The Fleet and Industrial Supply Center intends to procure a rental of a research vessel in order to support the Naval Post Graduate School (NPS) on a sole source basis to San Jose State University Foundation, Moss Landing Research Lab, Marine Operations utilizing the Oceanographic Research Vessel Point Sur. The service will be for five (5) days beginning on 2 November 2010 to serve as a platform for collection of oceanographic data in coastal waters (to a maximum distance of 400 km from the coastline ) off Central California. This requirement is being issued on a sole-source basis as no other Monterey Bay-based research vessel possesses all of the required critical features as follows: (1)Operation as part of the University National Laboratory System (UNOLS) (this feature incorporates safety, inspection, operation and habitability standards required of ships for research and education at U.S. Universities. (2)Length over all greater than 135ft. and full load displacement tonnage greater than 539 tons (3)Ability to maintain station while hove to at wind speeds to 30 knots (4)GPS, DGPS, and attitude sensing navigational capability (5)Cruising speed of about 10 knots (6)open deck space greater than 750 square feet on the main deck aft. (7)A dry laboratory greater than 450 square feet (8)The scientific equipment needed on the vessel includes Sea-Bird 911plus CTD (dual conductivity and temperature sensors, transmissometer, fluorometer, PAR, dissolved oxygen and pressure) and 12-bottle rosette, a digital echo sounder, vessel mounted ADCP, Sippican MK 12 (or newer) XBT system, underway data sampling system and 7000 kva clean power for use with scientific equipment. (9)The operator should provide one marine technician that is fully qualified to operate the scientific equipment listed in (8). The marine technician will be expected to stand a scientific watch (4 hours on, 8 hours off) while at sea. (10)Sampling protocols for the vessel should permit the use of C14 to determine primary productivity from water samples in the shipboard laboratory. (11)The vessel should be based in Moss Landing. This notice of intent is not a request for competitive quotes; however, all quotes received within seven days (small purchase procedures are being used and urgency) after date of publication of this synopsis will be considered by the Government for the purpose of determining whether or not to compete the requirement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
