Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The U.S. Army Corps of Engineers, Walla Walla District, CENWW, 201 North 3rd Avenue, Walla Walla, WA 99362, intends to issue a Sole Source Solicitation to provide NAGPRA Support and Collections Stabilization Services for The Corps of Engineers, Walla Walla District (Corps) in compliance with the Native American Graves Protection and Repatriation Act (NAGPRA), 25 U.S.C. 3001-3013; and Section 106 of the National Historic Preservation Act, 16 U.S.C. 40f. The statutory authority for permitting other than full and open competition for this requirement, 10 U.S.C. 2304(c)(1), and implemented by FAR 6.302-1(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract will support Corps responsibilities regarding NAGPRA compliance and professional curation for the Walla Walla Districts archeological collections currently managed at the Washington State University Museum. The Washington State Museum will be offered a sole source contract for professional NAGPRA support and curation services for the stabilization of Corps collections and records in accordance with the regulation 36 CFR Part 79 for the curation of federally-owned and administered archeological collections. CONTRACTOR SERVICES: Services under this contract will pertain to the preparation of official notice inventories and facilitation of repatriation activities; as well as limited curation stabilization activities of archeological collections under Corps jurisdiction and currently curated at Washington State University. The contractor will be expected to facilitate NAGPRA activities for 20 collections currently curated at WSU; assessment of three additional, possible NAGPRA collections; and to stabilize the collections and records for long term curation and use from three archaeological sites. The Contractor shall provide secure facilities and professional staff that meet the requirements set forth in 36 CRF Part 79 and ER 1130-2-433. PROFESSIONAL QUALIFICATIONS: The professional staff shall be qualified museum professionals with expertise is appropriate to the nature and content of the Collection and meet the Secretary of the Interiors Standards for Professional Qualifications (36CFR61.8 Appendix A). The repository facility shall have requisite equipment, space, and adequate safeguards for the physical security and controlled environment for the Collections and shall meet the requirements in 36 CRF Part 79 and ER 1130-2-433. ADMINISTRATIVE INFORMATION: The solicitation will be available on the FedTeDS website: https://www.fedteds.gov The North American Industry Classification System (NAICS) code is 541720 with a Size Standard of $6.5. This is not a request for bids, but notice that our intent to issue a Sole Source solicitation for this requirement. Number Note 22 applies to this acquisition.
