- The U.S. Coast Guard is setting aside this acquisition HUBZone Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for dockside repairs to the USCGC TAHOMA (WMEC -908), a 270 FOOT CLASS MEDIUM ENDURANCE CUTTER, at the vessels home pier located Portsmouth Naval Shipyard, Portsmouth, ME 03804. The simplified acquisition will be issued as a Best Value Request for Quotes (RFQ), on or about 11 October 2010 with quotes due on or about 01 November 2010 via the Federal Business Opportunities (FEDBIZOPPS) web page at https://fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Please allow at least five (5) days from receipt of request to receive CD-ROM(s). The home pier of the vessel is Portsmouth, ME 03804. The vessel's availability is for Fifty-seven (57) calendar days, starting on or about 10 January 2010. The scope of this acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC TAHOMA (WMEC -908). Provide all labor, material and equipment necessary to perform dockside repairs, including but not limited to the following definitive or optional items: Cleaning Main Diesel Engine (MDE) Exhaust Stack Uptakes, Clean and Inspect Grey Water Holding Tanks Clean and Flush Grey Water Piping, Sewage Holding Tanks, Sewage Piping, and renewing Structural Bulkhead - Plating. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
