Description
The 409th Contracting Support Brigade (Europe), in support of Joint Multinational Simulation Center (JMSC), is seeking industry feedback/comments on documents associated with the upcoming solicitation for the Battle Simulation Training Contract. The Performance Work Statement (PWS) and the Performance Requirements Summary (PRS) are attached for your review. The following are objectives that are important to the Government in this procurement. The Government envisions a contract that offers as much fixed price as possible and offers less Government administrative burden. The contract must be flexible due to the numerous exercises and events and the numerous changes during these events; however, the Government also believes that we will benefit from contract incentives, a stable workforce and continuity. The Government is looking for an approach that offers the best overall value. The Government's goal is to prepare a solicitation that meets all of these objectives as a result of Industry feedback from the draft PWS, from the draft PRS, and from Industry Day. Potential offerors opportunity to ask questions, to address inconsistencies and ambiguities, to make suggestions, and to influence this procurement will be during this process. For the requirements in the PWS, the Government requests input from industry as to contract type(s), possible CLIN structure, possible incentives, feedback on the requirements themselves, and the risks to both the Government and Industry associated with the different possible approaches. Please support suggestions with narratives and any alternate solutions. Industry is also invited to provide any other comments/suggestions that industry feels will be beneficial to the acquisition process. Industry Day: Interested businesses are hereby invited to participate in an Industry Day session and one-on-one sessions beginning on 20 October 2010 and continuing through 21 October 2010 for an upcoming solicitation. An information briefing will be provided in the morning of 20 October with one-on-one sessions scheduled that afternoon and throughout the day of 21 October. One-on-one sessions will be scheduled on a first come, first served basis. These sessions will be held in BLDG 1484, Camp Aachen, Grafenwoehr starting at 0830 hours (08:30). Participation is limited to five (5) personnel per company. The Government will not compensate industry participants for travel, lodging or any other expenses associated with the pre-proposal conference. For registration at Industry Day, please submit the attached Registration Form via email to Kathleen Boyer, E-mail kathleen.boyer@eur.army.mil and Cc to Ms. Joy Lloyd at joy.lloyd@eur.army.mil with email subject line as: JMSC BST Industry Day. Registration must be submitted no later than 13 October 2010. Due to briefing locations and security requirements, registration submissions received after 13 October 2010 will not be accepted. You will be registered and provided with a Visitor Package detailing the meeting location and access instructions for the conference. The purpose of this conference is to brief Industry on the requirements for the Battle Simulations Training Contract and to give Industry an opportunity to provide input on these requirements as well as on the contract type, structure, possible incentive approach and the risks associated with the this program. Industry will also have an opportunity to suggest briefing topics using the registration form. The Government prefers that these sessions be very interactive, with questions and input provided throughout the process. However, questions and topics submitted prior Industry Day have a better chance of being addressed. Also, we request that Industry provide a written record to the Government of any questions asked during the sessions within 5 days of the sessions. During the one-on-one sessions, information received from Industry that will go to shape the procurement may be utilized in forming our solicitation. If a member of Industry discusses proprietary information during the one-on-one sessions, it is incumbent upon that member to ensure that the Government understands the proprietary nature of the discussion. As a result of Industry Day and your review of the PWS and PRS, please provide all of your recommendations, suggestions and written record of questions from Industry to Ms. Kathleen Boyer, e-mail kathleen.boyer@eur.army.mil and to Ms. Joy Lloyd at joy.lloyd@eur.army.mil with email subject line as: JMSC BST Input, no later than 8 November 2010. The Government will accept responses after this date but it would be beneficial to the overall process to have the comments before 8 November 2010. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No solicitation document exists at this time and the Government does not plan to provide responses to industry relating to information provided. The information obtained as a result of this process is for Planning Purposes Only.
