- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Naval Medical Logistics Command has a requirement for a firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) requirements type contract for inspection services of the Department of Defense (DOD) Drug Testing Laboratories worldwide. The drug labs are located in San Diego, California; Jacksonville, Florida; Great Lakes, Illinois; Brooks City-Base, Texas; Fort Meade, Maryland; and Tripler Army Medical Center, Hawaii. The DOD requires the expertise of credentialed, consultant forensic toxicologists to support the DOD Tri-Service Drug Testing Program. These services shall ensure that the DOD ™s biochemical testing program is forensically sound, scientifically supportable, efficient, and cost effective. These services shall include inspection and evaluation of the Tri-Service DOD Drug Testing Laboratories; consultant services; and litigation support and expert witness services. Offerors shall have no contractual, employment, or other relationships with any element/organizational components(s) of the DOD biochemical testing program to include drug testing laboratories that support the DOD Tri-Service Drug Testing Program and the Armed Forces Medical Examiner Services (formerly Armed Forces Institute of Pathology). The Naval Medical Logistics Command (NMLC) intends to release a solicitation in mid or late November 2010. This solicitation will result in one firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) requirements type contract with a five year period (base plus four one-year options). Period of Performance shall be from 01 March 2011 to 28 February 2016. Approximately 13 inspections shall be required annually. The requirement will be fulfilled via an unrestricted, full and open competitive acquisition. There are no set-aside restrictions for this requirement. All responsible sources may submit an offer. This solicitation is by electronic means only “ no hard copies will be mailed to offerors. The official release of the Request for Proposal (RFP) and all amendments will be posted on the Navy Electronic Business Opportunities (NECO) web site at https://www.neco.navy.mil/ which will upload to the Federal Business Opportunities (FBO) web site at https://www.fbo.gov. To receive consideration, Contractor must be registered with the Central Contractor Registration and have completed the Online Representations and Certifications (ORCA).
