Description
SPECIFICATION FREQUENCY CONVERTER This specification covers the requirements for a Frequency Converter, NSN 6130-01-433-3718, Avionic Instruments Inc., model number 4B3500-1A-MV-735, or equal with the following salient characteristics. Salient characteristics: The frequency converter shall come complete with the following major assemblies: Frequency converter Carrier assembly Extension cables Power distribution assembly Input power cable The frequency converter shall be Aero-medical certified by the military for both fixed and rotary winged aircraft. Electrical Characteristics: The frequency converter shall have the following electrical characteristics: System protection shall include short circuit, over temperature, output voltage, input loss of phase, input over/under voltage, and output over/under frequency. Input voltage shall be 115/200 VAC, 400 HZ, 3 PHASE Output voltage shall be 115 VAC, 60 HZ, 1 PHASE Output power shall be 3500 VA (nominal) Overload: 110% for 2 Hours, 125% for 5 Minutes, 200% Short Circuit Current Output Wave Form: Sinewave THD< 2%, Crest Factor 1.41 +/- 0.04, DC Content < 0.1 VDC Efficiency: 85% Typical Power Factor: 0.75 Lag to 0.8 Lead Commercial Manuals The contractor shall supply with two (2) copies each of the maintenance/repair manual, user/operator manual and service manual Workmanship. The frequency converter shall be from defects which detract from its appearance or impair its serviceability. Metal parts shall be free from burrs, pits and deformations. The finished surfaces shall be free of chips, scratches and abrasions. Unit. Each (EA.). One frequency converter, as specified, constitutes one unit. Product conformance. The products provided shall meet the salient characteristics of this specification, conform to the producers own drawings, specifications, standards, quality assurance practices and be the same product offered for sale in the commercial market. The Government has the right to require proof of such conformance. Preservation, packaging, packing, labeling and marking. Unless otherwise specified, preservation, packaging, packing, labeling and marking shall be to a degree of protection to preclude damage to containers and/or contents thereof under normal shipping conditions, handling, etc., involving shipment from the supply source to the receiving activity, plus any subsequent reshipment from the receiving activity, and shall conform to applicable carriers rule and regulations. Intermediate and exterior package quantities and labeling and marking shall be as specified in the contract or purchase order. This requirement is for Foreign Military Sales for a Frequency Converter,NSN:6130-01-433-3718 Avionic Instruments Inc, Model number 4B3500-1A-MV-735, Or equal with the following salient characteristics. NOTICE Subject award is FMS (foreign military sales)-per DLAD 25.73 - FMS Order are to be assigned to DCMA for administration and shall include a Notice to require the contractor to refer to DCMA and the Enterprise Transportation Officer Defense Distribution Center (ETO DDC) for the Applicable Government shipping document/instructions. DCMA uses the Shipping Information Request (SIR) web based application available through Http:// www.DCMA.mil; rather than the prior DD Form 1659. For FMS orders, acceptance and inspection shall also be performed at Origin. Reference clause 52.246-9020 Distribution of Material Inspection and Receiving Report, which requires the awardee to include a hard copy of The DD250/WAWF-RA Receiving Report in the exterior and interior shipping Documentation for each package being shipped. (i) For suppliers who qualify for DCMA's Alternate Release Procedures (ARP), acceptance will be accomplished by the electronic signature of the DCMA Quality Assurance Representative on the electronic DD250 form found in Wide Area Work Flow. (ii) For suppliers who do not qualify for ARP, DCMA will perform inspection/acceptance manually, if needed. (iii) Certificates of Conformance shall be required of suppliers for each FMS line item being shipped. The assigned DCMA office that is the administrator will be noted on the contract. Also provide the support for Transportation. That information can be Obtained through the ACO (Administrating Contracting Office). Which would Be specific to each contract. Therefore, vendor is required to contact the ACO At the phone number listed above first - who would provide the transportation Specifics. Regardless of facility location, the contractor is still required to contract The local DCMA QAR for source inspection contracts - Once the QAR (Quality Assurance Representative) has signed off then the contractor would contact The Transportation Office per the contract for further instructions. Additional notes: Clause F47C14; 52.247-9034- that section (b) of that clause should be Noted to be "deleted" and does not apply.. section (a) of this clause applies.
