- Synopsis Design/Bid of an Operations Readiness Battalion Complex at Ft. Bliss, TX. Design and construct Package 1 of the Camp McGregor ORTC using the provided site design and the ORTC Standard Design. Package 1 includes the construction of the site work using the provided site design for the entire complex to the 5-foot line of each building, the design and construction of the Company Headquarters Building, the design and construction of the Vehicle Maintenance Shop, and the design and construction of six Company Sheds. Site work includes concrete hardstand, bituminous paving, concrete paving, security fence, lighting, sidewalks, dumpster enclosures, lift station, force main, utilities, and oxidation pond. Company Headquarters Building includes a single story, slab-on-grade structure with administrative space, storage space, and weapons vault for each company. The Vehicle Maintenance Shop includes a single story, slab-on-grade structure with two work bays, an overhead crane, overhead coiling doors, air compressor, maintenance pit, weapons cleaning, tools storage, and a warehouse space with loading dock and forklift ramp. The six Company Sheds each include a single story slab-on-grade structure with an exterior covered work bay, enclosed tool storage, and enclosed POL. Also included are the following options: Option 1: Construct additional four acre oxidation pond. Option 2: Superstructure (Covered Portion) of covered hardstand - 12,852 SF. Option 3: Construct all landscape rock areas and chat for PT area. Facilities must comply with DOD minimum antiterrorism force protection construction standards. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33,500,000.00. The cost range is between $10,000,000 and $20,000,000. THIS SOLICITATION IS A HUBZONE SET ASIDE and will be selected based on a one phase Best Value. This process requires potential offerors to submit their performance and capability information to be reviewed, evaluated, and rated by the Government. The proposal process for this single-phase procurement consists of the following: Experience of the Prime Contractor and Designer; Past Performance of the Prime Contractor and Designer; Design Narrative, Design Drawings: Management Plan; Price; and Pro Forma information. The bases of award will be a trade off. Site visit information will be provided in the solicitation document. A construction cost limitation will be provided with the technical requirements package. The proposal due date is on or about 23 November 2010, 1:00 p.m. (Eastern Time). Project documents will be available on or about 21 October 2010 by download from the Internet only. Downloading of the project documents requires registration at the Federal Technical Data Solutions (FedTeds) website at http://www.fbo.gov.
