Description
The National Aeronautics and Space Administration (NASA) is soliciting informationthrough this Request for Information (RFI) for work on the planned upcoming competitiveacquisition entitled Mechanical And Related Services (MARS), that is a single follow-onto the Mechanical Systems Engineering Services (MSES) II contracts performed at theGoddard Space Flight Center (GSFC) in Greenbelt, Maryland. NASA solicits responses frominterested parties in regard to vendor capability and interest. NASA is seekingcapability statements from both large and small businesses to aid in the acquisitionplanning for this requirement.Small Businesses interested in this opportunity maydecide to partner in a joint venture with other small and/or large businesses in order tomeet the requirements in the future acquisition. SECTION 1 - BACKGROUND1.1BACKGROUND INFORMATION NASA GSFC is chartered to expand the knowledge of theearth and its environment, the solar system, and the universe through observations fromspace. To this end, the GSFCs primary emphasis is in scientific investigation, in thedevelopment and operation of space systems, and in the advancement of essentialtechnologies. In accomplishing this responsibility, GSFC has undertaken a broad programof scientific research, both theoretical and experimental, in the study of spacephenomena and earth sciences. The program ranges from basic research to flightexperiment developments and from mission operations to data analysis. Within the GSFC,the Applied Engineering Technology Directorate (AETD) provides and advances disciplineexpertise to implement all phases of a product life cycle from germination of themeasurement concepts within the science laboratory, through mission definition, design,manufacture, integration, test, operation, and processing of the resultant data. AETD iscomprised of five engineering divisions: the Mechanical Systems Division (MSD), theInformation Systems Division (ISD), the Instrument Systems and Technology Division(ISTD), the Electrical Engineering Division (EED), and the Mission Engineering andSystems Analysis Division (MESA). This planned acquisition is to provide mechanicalsystems engineering support services and related multidiscipline support to MSD, ISD,ISTD, EED, and MESA, that was previously performed under the MSES II contract.The scope of work under consideration for purposes of this RFI includes the performanceof engineering services and related services to MSD and related organizations throughoutGSFC, as required, for the formulation, design, development, fabrication, integration,testing, verification, and operations of space flight and ground system hardware andsoftware, including development and validation of new technologies to enable future spaceand science missions. The current contracts providing these services are the GSFCContracts MSES IIA, Contract Number NNG07CA21C with SGT, which expires in May, 2012 andMSES IIB, Contract Number NNG07CA22C with SGT, which expires in February, 2012.1.2PURPOSE OF RFI - NASA solicits responses from interested parties in regard tovendor capability and interest. NASA is seeking capability statements from both largeand small businesses to aid in the acquisition planning for this requirement. This RFIis not to be construed as a commitment by the Government, nor will the Government pay forthe information submitted in response. This document is for information and planningpurposes only and to allow industry the opportunity to express the range of capability inthe market. Respondents will not be notified of the results. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted bythe Government to form a binding contract. Pursuant to FAR 52.215-3, this RFI isprotected pursuant to the Freedom of Information Act and other laws and regulations andinformation identified by a Respondent as 'Proprietary or Confidential' will be keptconfidential. It is emphasized again that this RFI is for planning and informationpurposes only, it is not to be construed as a commitment by the Government to enter intoa contractual agreement, nor will the Government pay for information solicited. SECTION 2 - SCOPE OVERVIEW 2.1STATEMENT OF NEED THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATIONFOR BID NOTICE. The following information is included as a description of the currentrequirements scope: Provide the personnel, materials, and facilities necessary toperform Mechanical Systems Engineering and related multidiscipline services. Theengineering areas of emphasis are multidisciplinary with concentration in the mechanicalengineering areas of materials, structural analysis and loads, mechanical design,electromechanical design, thermal, contamination and coatings, and related services. SECTION 3 - RESPONSES TO RFI 3.1TECHNICAL CAPABILITIES In response to this RFI, interested offerors shall addressthe following requirements by October 20, 2010. Respond to each item below (identify bynumber) by describing your ability to fully perform each activity. Document yourdemonstrated experience for each activity by providing objective evidence of thatexperience (specific but brief examples that clearly indicate the specific, demonstratedexperience). If you are unable to fully perform an activity, identify such is the case,and address how you may accommodate the area(s) that you cannot currently perform.1.Materials Engineering: Provide materials engineering support in two major areasof Materials Assurance Engineering and Materials Laboratory Support. Provides GSFC witha broad technical support capability in the materials sciences, technology, andapplications, to support the design and assure the overall reliability of flightprojects, experiments, and ground support operations.2.Structural Analysis and Loads Engineering: Provide mechanical andmultidisciplinary systems modeling, analyses, and simulations for the development ofstate-of-the-art space flight systems in order to optimize the design and ensure thatthese systems meet their performance requirements. Conduct supporting system analysis,simulation, trade-off, and evaluation studies to aid in the development, monitoring, andverification of systems.3.Mechanical Engineering: Provide mechanical systems development, mechanicaldesign and drawing production, and mechanical drawing checking. Perform structural andmechanical design and/or provide technical oversight for selected in-house andout-of-house Space Transportation System (STS) and Expendable Launch Vehicle (ELV)launched spacecraft and instrument structures, deployment systems, and associatedmechanical ground support equipment. Provide and/or support fabrication, assembly,integration and test, transportation of payloads, and launch site operations.4.Electro-Mechanical Engineering: Provide discipline support in the area ofelectromechanical systems engineering.Analyze, design, develop, direct tests, andprovide the required mechanical, optomechanical, magnetic, controls, electrical, andelectronics expertise to support the development of in-house electromechanical devicesand systems for flight instruments and spacecraft subsystems.5.Thermal Engineering: Design, develop, model and review thermal designs,cryogenic designs, and associated elements for spacecrafts, instruments, experiments, andsensors. Develop plans and/or procedures for thermal analyses and verification testing. Provide electrical, mechanical, and software support for the fabrication and test ofvarious thermal devices for both flight and ground systems.6.Contamination and Coatings Engineering: Provide spacecraft, instruments,experiments, and sensors with contamination and coating engineering support. Performcontamination engineering management, modeling analysis, contamination testing,laboratory support, and cleanliness verification and monitoring. Perform coatingselection, coating application, thin film development and deposition, characterization,and space environmental testing.7.Manufacturing Engineering: Provide manufacturing and fabrication support fordeveloping state-of-the-art science instruments, spacecraft systems, components, anddevices. Provide flight, proto-flight, non-flight, and prototype hardware fabricationand assembly support for spacecraft primary structure, secondary structure, instrumentstructures, mechanical subassemblies, components, mechanisms, electronic assemblies,electromechanical devices, thermal control devices and subsystems, and thermal flightexperiments. Provide fabrication of composite structures, including but not limited to,flat laminates, honeycomb sandwich structures (composite and aluminum), tubes, andtrusses. 8.Integration and Test Engineering: Provide engineering and technician expertise,instrumentation, and technical support for the structural, mechanical, thermal, andelectromechanical assembly, integration, testing, handling, and launch of spacecraftstructures, mechanisms, experiments, and spacecraft. 9.Related Discipline Engineering: Provide engineering services and support in theareas of Project Management; Mission Systems Engineering; Instrument Systems Engineering;Optical Design and Analysis Engineering; Detector Engineering; Flight DynamicsEngineering; Power Systems Engineering; Propulsion Systems Engineering; Guidance,Navigation and Control Engineering; Communications, Command and Data HandlingEngineering; Software Engineering; Electrical and Electronics Engineering; Launch AndPost-Launch Operations Engineering; Mission Assurance Engineering; System SafetyEngineering; Radiation Engineering; Cryogenics And Fluids Engineering; Ground SystemsEngineering; Parts and Materials; ISS and STS Mission Management; ConfigurationManagement Services; Hardware Refurbishment and Reuse; Training; CAD/CAE FacilitySupport; And Hardware Storage.3.2RESPONSE INSTRUCTIONS All written documents shall be in Microsoft Word and shallbe no more than 10 pages (8.5'x 11', using not smaller than 12 point Arial font) inlength. NASA is seeking capabilities from both large and small businesses for thepurposes of determining the appropriate level of competition and small businesssubcontracting goals for this requirement. Small Businesses interested in thisopportunity may decide to partner or form a joint venture with other small and/or largebusinesses in order to accomplish the MARS requirements. NASA is seeking capabilitystatements from all potential sources for the purpose of aiding in the acquisitionplanning for this requirement. 3.3ADDITIONAL INFORMATION A one-page summary shall be included with the capabilitystatement(s), which identifies the companys specific capabilities that are relevant tothe requirement. In addition, the summary should also include the following: Name andaddress of company, average annual revenue for past 3 years, number of employees, type ofbusiness ownership (i.e., Large Business, Small Business, Women-Owned Small Business,Small Disadvantaged Business,8(a) Business, HUBZone, Service-Disabled Veteran-Owned SmallBusiness, and Veteran-Owned Small Business), and location of the business. The one pagesummary page will not count against the maximum page limit. No solicitation exists;therefore, do not request a copy of the solicitation. If a solicitation is released itwill be synopsized in FedBizOpps and on the NASA Acquisition Internet Service.
