Description
THIS IS AMENDMENT 0002 TO THE RFI. THIS AMENDMENT IS ISSUED TO (i) EXTEND THE RFI THROUGH 1:00PM, EST, 15 OCTOBER 2010; (ii) POST RESPONSES TO QUESTIONS. THESE RESPONSES ARE BELOW: 1. QUESTION: For the upcoming procurement, does the DOL expect to publish the procurement through GSA EBUY? RESPONSE: Unknown at this time 2. QUESTION: Section 4. General Requirements, General Case Management Requirement, first paragraph, first sentence,..."image-to-text transformation...", is there an existing image-to-text solution currently implemented within the DOL's VETS application for which the proposed solution can be integrated? RESPONSE: No such solution in place as of now at DOL. 3. QUESTION: One of the information items requested is an estimated price for development/implementation of the application based on the requirements identified in Section 4 of the RFI. However, the is very little information provided in that section to enable construction of a meaningful price estimate. Can you provide any additional information that would help better define the magnitude and scope of the effort? Information that would be useful includes: • Number of DOL users (e.g., internal users): • Number of non-DOL users (e.g., external Internet-based users): • Number of cases managed (e.g., per unit of time, such as per month): • Number/size of documents typically associated with a case: • Number of users to be trained: RESPONSE: Number of DOL users (e.g., internal users): 275 users with 80 concurrent (Per Old Document). As this is for planning purposes only, we are only looking for a rough price estimate or range of pricing. Please do your best based on the information provided 4. QUESTION: Is there an existing content or document management system which can be utilized for the document storage, versioning, role-based security, and records management. RESPONSE: No such system in place as of now. 5. QUESTION: Is there an existing records management solution (that meets government standards on storage, retention/archival etc.) to utilize? RESPONSE: No such system in place as of now. 6. QUESTION: Does DOL have an existing, production electronic records management solution that could be used for this project? RESPONSE: No such system in place as of now. 7. QUESTION: Do the requirements primarily pertain to collecting, managing, searching and sharing case documents, or is the need more about creating, tracking, managing and administering cases? For example, will there be milestone/due dates tracking, specific workflow needs, letter generation and distribution, management reporting etc.? RESPONSE: It is anticipated that the solution should provide all of these items if not standard then as an enhancement or an option to the base configuration 8. QUESTION: Are there any electronic trust relationships between DOL, DOJ, VA, and/or OSC already established? In other words, is there a mechanism for the staff and information systems of the respective agencies (i.e. DOJ, VA, OSC) to access the electronic resources of VA, or will the successful contractor be responsible for proposing the means for authentication and authorization of external personnel to DOL resources? RESPONSE: No. 9. QUESTION: Are there any specific information system, security or other standards that apply to this project? RESPONSE: System should be in compliance with the Federal Information Security Management Act as well as being NIST 800.53 revision 3 compliant 10. QUESTION: Are there any scheduling constraints or mandates for the completion of this project? RESPONSE: yes 11. QUESTION: Will the user training be local or does the government require training to be conducted at various locations? RESPONSE: Local 12. QUESTION: How many users will be utilizing the system? RESPONSE : See response to question 3 13. QUESTION: What is meant by availability on GSA schedule or other Federal government contracting vehicles." RESPONSE: Please indicate if your firm holds any GSA Schedule contract or other Government contracting vehicles which this support can be procured from 14. QUESTION: The RFI requests level-of-effort and pricing estimates based on to requirements specified in Section 4. Section 4 as displayed in the RFI on FedBizOpps is a one paragraph, high level statement of functional capabilities. with no specific solution requirements or metrics provided. I looked within the posting but did not find any additional detail, Is there/was there additional detail provided with this RFI? RESPONSE: No 15. QUESTION: What type of contract will this be? RESPONSE: Unknown at this time 16. QUESTION: What is the set-aside? Or is this what you are trying to determine? RESPONSE: Unknown at this time 17. QUESTION: Can the DOL provide a count and breakdown of the system's usersPlease identify if any of the user populations are read-only; RESPONSE: See response to question 3 18. QUESTION: Will existing cases require conversion to the new eCase solution? If so how many; RESPONSE: Yes, unknown at this time 19. QUESTION: How many cases are initiated each year? What is the average duration of each case; RESPONSE: This information is not necessary for the purposes of this RFI 20. QUESTION: Please describe the key systems that the DOL feels must be interfaced to supply the eCase solution; RESPONSE: This information is not necessary for the purposes of this RFI 21. QUESTION: Will the system require FISMA Certification RESPONSE: The solution shall meet the latest, approved FISMA security requirements as prescribed in SP-NIST 800-53 and in FIPS-200 22. QUESTION: Will the system require FISMA Certification, and if so, at what level? RESPONSE: See response to question 21 23. QUESTION: Approximately how many people will need a user's license? RESPONSE: See response to question 3 24. QUESTION: Where will the user training classes take place? RESPONSE: Locally 25. QUESTION: What is the location of the server? RESPONSE: undetermined, solution dependent. 26. QUESTION: What are the approximate dates for the RFP release and contract award? RESPONSE: This is unknown at this time 27. QUESTION: The new electronic management solution will be used for how many different business processes? RESPONSE: This information is not necessary for the purposes of this RFI 28. QUESTION: Are these business processes defined? RESPONSE: yes, core functionality will be defined. 29. QUESTION: Is the Department of Labor planning to convert the data from the USERRA Information Management System into the new electronic management solution? RESPONSE: Yes 30. QUESTION: Please provide a definition of Publishing. RESPONSE: This information is not necessary for the purposes of this RFI 31. QUESTION: What are our options in terms of demonstrating this product? Who should we be reaching out to in order to showcase our services and introduce the company? RESPONSE : Demonstrations are not being considered at this time 32. QUESTION: Can you please advise if there are supporting documents or if this synopsis is all there is associated with this RFI? RESPONSE: none available 33. QUESTION: I was wondering if you could tell me whether the work being done for the DOL VETS E-Case Management System, solicitation number DOL110RI21106 has an incumbent, or whether this is a new requirement? RESPONSE: This information is not necessary for the purposes of this RFI
