- This is a pre-solicitation notice only. The Contractor shall provide all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to perform Facility Investment services providing air filter replacement for air handling and fan coil units in various locations Naval Air Station Oceana and Annexes located in Hampton Roads, Virginia. The Contractor shall perform maintenance, repair, alteration, demolition and minor construction for the following: Building Systems - HVAC systems primarily consisting of air filter replacement for air handling and fan coil units. The Contractor shall provide various size air filters for use in HVAC, paint booth and other applications. Price includes removal and disposal of existing filter and installation of the new filter. Equipment locations include equipment accessible by use of extension ladders and step ladders. Work does not include use of aerial man-lifts or scaffolding. The contractor shall perform maintenance and incidental repairs for air filter systems, develop and implement a maintenance program for air filter systems, replace pleated panel medium efficiency air filters, replace throwaway air filters, replace rigid pleat box filters, replace two-ply ring panel air filters, replace bag type air filters, and replace trim-to-trim air filters, to ensure proper operation, to minimize breakdowns, and to maximize useful life. The work identified is to be provided by means of a combination Firm Fixed Price and Indefinite Delivery/Indefinite Quantity type contract. Sealed Bidding procedures will be used to select the bid that provides the lowest price. The solicitation and resulting contract award will be made to the responsive and responsible bidder submitting the lowest offer whose bid, conforms to the Invitation for Bid (IFB). Bids shall be submitted for the performance of work for a period of one year. However, the initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The total contract term, including the exercise of any options, shall not exceed 60 months. The proposed procurement will be issued as a NAVFAC Electronic Facilities Support Contract with online ordering capability using DOD EMALL. Acceptance of Government Purchase Credit Cards is required along with the purchase of DOD EMALL Encrypted Software. The North American Industry Classification System (NAICS) is 561790 with a size standard of $7M. This competitive procurement is 100% Small Business Set-aside exclusively reserved for the participation of Small Business Concerns only. The IFB will be available in electronic format only (Adobe Acrobat (.pdf)) and will be posted on the Navy Electronic Commerce Online (NECO) website on or about October 20, 2010. Estimated proposal due date shall be at least 30 days after the IFB is posted. The site address is https://www.neco.navy.mil/. Notifications of any updates or amendments to the solicitation will be posted on the website. IT IS THE SOLE RESPONSIBILITY OF THE BIDDER TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
