- This solicitation will be for construction of a 12,300 square foot Battalion Headquarters (BNHQ) building, that will serve as part of a larger Advanced Individual Training (AIT) Complex at Fort Leonard Wood, MO which will allow the battalion to live, eat, train, and work together as a unit. This building serves a staff of approximately 30 full-time cadre (employees) and functions similar to an office complex. The BNHQ is comprised of administration, special functions, storage, and classroom components for use by personnel assigned to work in those facilities. The design of this facility has been prepared in compliance with the Army Standard for AIT Complexes. The building has been designed in accordance with the Energy Policy Act of 2005 (EPACT05) and Executive Order 13423. Additionally, the design of the building has been prepared to achieve LEED Silver certification in accordance with current policies established by the Department of the Army. This solicitation includes construction of the facility itself, the supporting site work, necessary privately operated vehicle (POV) parking, and all requisite supporting infrastructure. Construction shall be completed in full compliance with International Building Code (most current version), except where military standards are required to achieve specific operational needs. The facility shall be fully accessible in compliance with the Architectural Barriers Act Accessibility Guidelines (ABAAG) for Buildings and Facilities, 2004 version as currently amended. PROPOSAL REQUIREMENTS: AWARD WILL BE MADE TO THE OFFEROR WHO SUBMITS THE LOWEST PRICED, TECHNICALLY ACCEPTABLE (LPTA) PROPOSAL. PROPOSALS WILL BE EVALUATED BASED ON TECHNICAL ACCEPTABILITY (DEMONSTRATED EXPERIENCE, PERSONNEL, AND PAST PERFORMANCE) AND PRICE. Magnitude of construction is between $1,000,000.00 and $5,000,000.00. THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE. The solicitation will be issued on or about 20 October 2010 with bids due on or about 30 November 2010. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
