Description
Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 01, 940 Belmont Street (90C), Brockton, MA 02301-5596. 2. Description of Action: This request is for other than full and open competition for the Mammography Reporting System from MRS. 3. Description of Supplies or Services: VA Medical Center in Boston, MA has the need to purchase the Mammography Reporting Software System from MRS. This MRS software system automatically tracks patient cases, generating patient result and recall letters for VA staff to quickly and easily print. MRS provides flexibility for our Radiologists by allowing Radiologists to use voice recognition systems to enter results limiting potential transcription errors. It will also reduce the amount of time spent entering patient history, physical findings and film views. MRS generates medical audits and statistical reports and exports data to the ACR's National Mammography Database and the NCI's Breast Cancer Surveillance Consortium. This system will save the WPB Medical Center time, costs and will lower the potential for errors and it is fully HIPAA compliant. 4. Statutory Authority: FAR 6.302-1 only one responsible source and no other supplies or service will satisfy agency requirements. (x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: This vendor is the developer and sole distributor of this software package. It is in the best interest of the Government to purchase this Mammography Reporting System, as it has already been successfully proven to be integrated within VISTA - allows the VA to track the patient's chart and the system automatically generates follow up information to ensure patient care is effective year after year. (FAR 16.505(b) (2) Exceptions to the fair opportunity process) that the government use this vendor to purchase this MRS system. Mammography Reporting System is the proprietary owner of the MRS software and is the only vendor who can supply software updates. This MRS system is the only system that can interface with HL7. Without the HL7 link it is unable to talk to our Vista and PAC's system. 7. Actions to Promote Competition: Research was performed to find out if other Vendors were available. 8. Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 60,900.00 to include the following items: a. MRS V6.X SQL edition includes Single user, Single site, reporting system b. Three additional MRS SQL concurrent user licenses c. 2-way HL7 interface using MRS AutoInterface (with VISTA cooperation)* d. Digital Softcopy Workstation Interface with GE CCOW e. Worksheet printing option (prints MRS worksheets w/patient demographics and history)* f. On-site Applications Training for five days g. Two days of follow-up applications training, 1 location, 1 trip, up to 7 people h. Data Import must meet MRS' Specifications (basic demographics, imaging assessment and recommendation, pathology outcome and recommendation, and recall dates only). 9. Market Survey (FAR 10): In accordance with FAR 10.001 market research was conducted to find out if other contractors offer the same type of service/system. The research yielded only Mammography Reporting System as the only possible source. 11. Listing of Sources that expressed, in writing, an interest in the acquisition: Only Mammography reporting Testing has this product available. Statement of Actions to Overcome Barriers to Competition: 12.
