- A FULL SOLICITATION WILL BE ISSUED. SERVICE TO START 1 NOV 10 AT GEILENKIRCHEN STATEMENT OF WORK FOR CATHOLIC PARISH COORDINATOR 1.1. Contract Position Title: Catholic Parish Coordinator (CPC) (10 hours per week) 1.2. Qualifications and Scope of Responsibilities 1.2.1. The Catholic Parish Coordinator is the primary liaison person between the parish, parish council and the chapel staff. The CPC will be accountable to the assigned Installation Chaplain and the Catholic Chaplain. 1.2.2. Must be a practicing Catholic and active in a Catholic community or parish. 1.2.3. Must have at least a High School Diploma or higher; some college/university education highly desired. 1.2.4. Must have basic computer skills and clerical experience. 1.2.5. Must possess knowledge of and experience in writing and publishing information for use in newsletters, bulletins, booklets, and flyers. 1.2.6. Must be able to communicate in fluent English with chapel staff, volunteers, and customers. 1.2.7. Must have a basic understanding of Catholic doctrine and Air Force policies, procedures and programs available in the Roman Catholic families here at GK NATO Chapel. 1.2.8. Applicant must submit a resume and other documents (e.g. certification, letter of references from previous employer, etc) as may be required. 1.3. General Responsibilities. The Catholic Parish Coordinator will: 1.3.1. Support the Catholic Priest in the coordination of all Catholic programs, events and activities in accordance with the guidelines set forth by the Air Force Chaplain Corps and the Archdiocese of the Military Services including arranging Catholic Masses supply coverage in the absence of the Catholic Chaplain. 1.3.2. Recruit, coordinate necessary training for, and work collaboratively with chapel volunteers. 1.3.3. Plan appreciation events and consider ways to honor and recognize chapel volunteer's staff during the year. 1.3.4. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions that apply to this position. 1.3.5. Ensure all volunteers working with youth below 18 years of age complete a CNACI and IRC in accordance with USAFEI52-104 Criminal History Background Checks. 1.4. Specific Responsibilities. The Catholic Parish Coordinator will: 1.4.1. In consultation with the Catholic Chaplain, develop and submit an annual calendar of events, CTOF and appropriated fund budgets and maintain Catholic continuity folder. 1.4.2. Receive and collect dates and articles for the weekly Catholic bulletins, and submits the aforementioned for review and approval by the Catholic Chaplain. 1.4.3. Maintains and regularly update a parish database with current mailing list of all active Catholic parishioners through yearly census and registration drive. 1.4.4. Attend and serve as Secretary of the Pastoral Advisory Council (PAC) at the monthly meeting. 1.4.5. Attend bi-monthly staff meetings and bi-annual Chapel-wide planning meetings led by the Installation Chaplain and staff. (Staff mtg's currently 1st and 3rd Monday of each month; bi-annual currently Spring and Fall) 1.4.6. Prepare Quarterly Report for the Archdiocese for the Military Services, USA. 1.4.7. Submit facility request for all Catholic programs and activities. 1.4.8. Coordinate the cleaning of priest vestments, altar cloths and lines. 1.4.9. Prepare and submit CTOF Fund Requests for all Catholic purchases including seasonal and special events as required. 1.4.10. Coordinate with Chapel Staff on all seasonal events (Advent, Lent, Easter, etc) and prepare the chapel-church as needed. 1.4.11. Maintains the parish list of volunteers and ensure all volunteers are aware of local safety requirements and procedures. 1.4.12. Organize yearly appreciation dinner and prepare recognition certificates. 1.4.13. Assist Catholic Auxiliary Priest(s) when supplying Catholic Mass coverage. 1.5. ADDITIONAL INFORMATION 1.5.1. Any grievance by the contractor should be resolved at the lowest level starting with Catholic Chaplain, then the NCOIC, and finally the Installation Chaplain. 1.5.2. The NCOIC (in consultation with Installation and Catholic Chaplain) will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work and given an opportunity to correct. The contractor will be given the opportunity to respond in writing to any notice of noncompliance. 1.5.3. Monetary payment is based (Unit = Month) for services is based on 10 hours per week. 1.5.4. Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract. 1.5.5. The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Catholic Chaplain. Submit the names and qualifications of proposed subcontractors to the Catholic Chaplain for approval prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of substitute. 1.5.6. The contract may be extended for an additional 12 months by issuing written notice to the contractor within 30 days of contract expiration. The preliminary notice does not commit the chapel to an extension. If the Chapel exercises the option, the extended contract is considered to include this optional provision and at the applicable prices set for in the agreed bid schedule. 1.5.7. This contract may be terminated by the contractor or chapel staff upon 30 calendar days notice in writing, by either party and at any time for default of the conditions and provisions contained in this statement of work.
