Description
PRE-SOLICITATION NOTICE - Renovate wards 6C North (6CN) and South (6CS) and 5C North (5CN) in Building 111, Clement J. Zablocki VA Medical Center, Milwaukee, WI to meet current industry and Handbook 7610 patient privacy needs. Contractor shall provide for and furnish all labor, materials, equipment, temporary protection, qualified supervision, overtime, and other items designated under the provisions of this contract, Renovate wards 6C North (6CN) and South (6CS) and 5C North (5CN) in Building 111, Clement J. Zablocki VA Medical Center, Milwaukee, WI to meet current industry and Handbook 7610 patient privacy needs as outlined in the contract specifications and as shown on the contract drawings. Each ward (6CN and 6CS) would be combined to create one ward of patient care with one centralized nurses' station and a total of six modular nurses' stations. Ward 5CN would be remodeled to create one ward of patient care with one centralized nurses' station and a total of three modular nurses' stations. 6C modifications will result in a 30 Med/Surg bed for the entire wing with accompanying nursing and physician support space. 5CN modifications will result in 13 Med/Surg beds with accompanying nursing and physician support space. This is a total reduction of 9 beds for acute care wards 5CN, 6CN and 6CS. Each bedroom on wards 6C and 5CN will have a private bathroom. Modular nurses' stations will be strategically located to enable closer patient contact and patient care efficiencies. The goal of the project is to meet the requirements defined by the CARES Report approved February 8, 2002 by the complete renovation of the 1962-designed 64-bed inpatient unit on 6CN and 6CS and the 32-bed inpatient unit on 5CN. The project will allow for the patient rooms to provide adequate privacy to reflect sensitivity and respect for patient privacy in accordance with Joint Commission on Accreditation of Healthcare Organizations and Handbook 7610 Standards. The solicitation, specifications and drawings will be posted on FedBizOpps. There will be a pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. This solicitation is set-aside for Service-Disabled Veteran-Owned Small Business firms. The solicitation will be issued on or about October 21, 2010 with the bid opening on or about November 22, 2010. The bidder is responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation. Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Business construction firms. The project magnitude range is between $5,000,000.00 and $10,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 applies with a size standard of 33.5 million. Time for completion is 545 calendar days after Notice to Proceed. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. Additionally, it is a requirement that all contractors be Center for Veterans Enterprise (CVE) verified prior to award. This process takes about 30 days.
