Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7003, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45, effective 01 OCT 2010. NAICS code 562998 applies. The Small Business Competitiveness Demonstration Program is applicable. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS Mercy for the following parts and service: The requested period of performance for the above service is 1 January 2011 to 30 January 2011. STATEMENT OF WORK: Provide services of an EPA and OSHA qualified marine repair firm specialized in Tank Cleaning to clean various Tanks. A. GENERAL REQUIREMENTS: 1. All electrical equipment including motors shall be covered and wrapped with plastic to prevent moisture and spray contamination. After cleaning is complete remove covers to return equipment to original state. 2. Contractor shall provide all labor, tools, hardware and consumables and contractor shall not use ship's tools and hardware during the execution of the job. 3. Contractor shall dispose of all liquid and solid waste generated during this work in accordance with local, state and federal government all applicable rules. B. STATEMENT OF WORK: 1. Open up all the tanks identified in paragraph C. Gas free, completely clean and disinfect, make tanks "safe for entry and safe for hot work" and maintain the conditions until the end of the POP. 2. High Pressure Hydro Hot (160-190 deg F) Detergent Wash to 3500 psig using fresh water to remove all oil, sludge and contaminants from the spaces identified in paragraph C Locations. 3. Mechanically clean all solids and dirt for the spaces identified in paragraph C Locations if hydo blasting did not remove the contaminants. 4. After chemical cleaning rinse all surfaces to remove all chemical residuals. 5. When all work completed and directed by MSCREP close-up all tanks using new gaskets, wicks and hardware. C.
