THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITTING OFFERS FOR THIS ANTICIPATED SOLICITATION. This sources sought is issued solely for informational and planning purposes and market research in accordance with FAR Part 10. This sources sought is seeking interest from 8(a) concerns within the Small Business Administration Region VIII (e.g., comprised of six states which are Montana, North Dakota, Wyoming, Colorado, Utah, and South Dakota) who are interested in performing as a general contractor for a Multiple Award Construction Contract (MACC) at Ellsworth Air Force Base, South Dakota. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No Award will be made from this sources sought. A solicitation is not currently available; therefore do not request a copy of a solicitation. Ellsworth Air Force Base at this time is not seeking proposals and will not accept unsolicited proposals-this is merely a sources sought market research inquiry. The general scope of the MACC is a design-build Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract. Projects under this design-build IDIQ contract will consist of construction work based on a general statement of work further defined within each individual task order. The performance period for this contract will be one basic year with four one year option years. The intent is to award up to five contracts. MACC task orders may range from $2,000.00 to $5,000,000.00, accommodate pre-design or design-build efforts, and shall be competed among all selected contractors. Contract award minimum guarantee will $2,000.00 per award over the life of each contract awarded. The aggregate not-to-exceed amount for this design-build IDIQ contract is estimated at $75 million. Requirements issued under the MACC could be either Invitation for Bids or Request for Proposals. The North American Industry Classification System (NAICS) codes, Sector 23 Construction, Subsector 236 Construction of Buildings, Size Standard $33.5M; Subsector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Dredging and Surface Cleanup Activities, $20M); and Subsector 238 Specialty Trade Contractors, Size Standard $14M. Firms who have the necessary experience with MACC requirements should submit a statement of capabilities, which is not a proposal, but rather a short statement regarding the firm's relevant and recent expertise and experience. Please limit submissions to 3 pages only. Again, note that interested firms must be within the Small Business Administration Region VIII states which are comprised of Montana, North Dakota, Wyoming, Colorado, Utah, and South Dakota only. Firms should also indicate eligibility for SBA programs and whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a) or Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Please provide the following information in your statement of capabilities: Company's Name, Business Address, Point of Contact (POC), telephone number, e-mail address, and CAGE code.
